CEQA Project Manager

We are seeking an experienced CEQA Project Manager to lead the preparation, coordination, and delivery of environmental documentation for a diverse portfolio of development, infrastructure, planning, and public-sector projects. The successful candidate will manage projects from initial scoping through certification or approval, ensuring that environmental review is technically robust, legally defensible, and delivered on schedule.

Responsibilities will include determining appropriate CEQA pathways; preparing and managing Initial Studies, Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports, Addenda, Notices of Exemption, and related technical documents; developing project schedules, budgets, and scopes of work; and coordinating multidisciplinary teams, subconsultants, agencies, applicants, attorneys, and community stakeholders. You will review technical studies, identify potential environmental impacts, develop mitigation measures and monitoring requirements, oversee public review processes, prepare responses to comments, and support public hearings, agency meetings, and project approvals. The role will also involve managing contracts, tracking deliverables, maintaining accurate project records, and ensuring compliance with applicable CEQA statutes, guidelines, and local procedures.

Candidates should have substantial experience managing CEQA documentation and environmental review projects, with a strong understanding of California planning and environmental regulations. A bachelor’s degree in environmental planning, urban planning, environmental science, public policy, or a related discipline is required; a master’s degree or professional certification is desirable. Excellent written and verbal communication skills, sound professional judgment, strong attention to detail, and the ability to manage competing priorities are essential. Experience with NEPA, permitting, land-use planning, biological or cultural resources, transportation, air quality, or other environmental disciplines is advantageous. The position may require occasional travel, attendance at evening meetings, and collaboration with both internal and external stakeholders in a fast-paced, deadline-driven environment.
