CEQA Project Manager Los Angeles and Kern County Markets

We are seeking an experienced CEQA Project Manager to lead environmental review projects across the Los Angeles and Kern County markets. This role will manage projects from initial scope development through approval, ensuring compliance with the California Environmental Quality Act (CEQA), applicable federal and local regulations, and client objectives. The successful candidate will coordinate multidisciplinary teams, consultants, public agencies, legal advisers, and project stakeholders while maintaining high standards for technical quality, schedule, budget, and communication.

Responsibilities include preparing and managing Initial Studies, Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports, Addenda, exemptions, technical studies, and related environmental documentation. You will oversee project schedules and budgets, develop scopes of work, review consultant deliverables, identify environmental constraints, and provide practical recommendations to support project approvals. The role will also involve agency coordination, public meeting and hearing support, responding to comments, tracking mitigation measures, preparing status reports, and presenting findings to clients, planning commissions, governing bodies, and community groups. The ability to manage multiple projects simultaneously across varied development types is essential.

Candidates should have a bachelor’s degree in environmental planning, urban planning, natural resources, or a related discipline, along with substantial professional experience managing CEQA projects in Southern California. Strong knowledge of CEQA Guidelines, California planning and permitting processes, and environmental resource areas such as biological resources, cultural resources, traffic, air quality, noise, and greenhouse gas emissions is required. Experience with projects in Los Angeles and/or Kern County is highly desirable, as is familiarity with local jurisdictions and regional regulatory requirements. Excellent written, verbal, organizational, and relationship-management skills are essential. A valid driver’s license and willingness to travel locally for site visits, meetings, and public hearings may be required. Experience mentoring staff, developing client relationships, and supporting business development will be valued.
