Principal CEQA/NEPA Project Manager

We are seeking a Principal CEQA/NEPA Project Manager to lead complex environmental planning and compliance assignments for major infrastructure, development, transportation, energy, and public-sector programmes. This senior role will provide strategic direction across projects, manage multidisciplinary teams, and serve as a trusted advisor to clients, agencies, stakeholders, and project partners. The successful candidate will combine strong technical knowledge with exceptional project leadership, communication, and relationship-management skills.

Responsibilities will include managing the preparation and review of Environmental Impact Reports, Environmental Impact Statements, Environmental Assessments, Categorical Exclusions, Initial Studies, Notices of Preparation, Findings, and related technical documentation. You will define project scopes, schedules, budgets, and deliverables; oversee environmental investigations and specialist consultants; coordinate agency consultation and permitting activities; and ensure compliance with CEQA, NEPA, and other applicable federal, state, and local regulations. The role will also involve leading public engagement, facilitating workshops and hearings, reviewing technical analyses, identifying environmental risks, and developing practical mitigation and permitting strategies. You will mentor project managers and technical staff while supporting business development, proposal preparation, and client presentations.

Applicants should have a degree in environmental planning, environmental science, natural resources, urban planning, engineering, or a related discipline, together with substantial experience managing CEQA and NEPA projects from initial scoping through approval and implementation. A strong understanding of environmental regulations, impact assessment methodologies, agency processes, and permitting requirements is essential. Experience with complex infrastructure or development programmes, consultant management, and public-sector clients is highly desirable. Professional certifications or planning credentials are advantageous. The successful candidate will be organised, commercially aware, confident leading teams, and able to explain complex environmental issues clearly to technical and non-technical audiences. Occasional travel may be required.
