CEQA / NEPA Project Manager

We are seeking an experienced CEQA / NEPA Project Manager to lead environmental review projects from initial scoping through approval, permitting, and project closeout. This role will manage complex assignments involving transportation, infrastructure, energy, land use, water, and public-sector development projects. The successful candidate will coordinate multidisciplinary teams, maintain strong client relationships, and ensure that environmental documents are accurate, defensible, and delivered on schedule.

Responsibilities include managing the preparation and review of CEQA and NEPA documents, including Initial Studies, Environmental Assessments, Environmental Impact Reports, Environmental Impact Statements, and related technical studies. You will develop project scopes, schedules, budgets, and work plans; oversee consultants and subcontractors; coordinate with agencies, applicants, stakeholders, and the public; and lead meetings, workshops, and public hearings. The role will also involve reviewing technical analyses, identifying potential environmental impacts, managing comments and responses, supporting permitting and regulatory compliance, and preparing clear written materials for decision-makers. You will be expected to monitor project risks, resolve issues proactively, and maintain thorough project records.

Applicants should have a bachelor’s degree in environmental planning, environmental science, urban planning, natural resources, or a related discipline; a master’s degree is advantageous. At least five years of progressively responsible experience managing CEQA and/or NEPA projects is required, along with strong knowledge of applicable federal, state, and local environmental regulations and permitting processes. Experience with agency coordination, environmental impact analysis, technical report review, and public engagement is highly valued. Strong communication, organisation, writing, budgeting, and problem-solving skills are essential, as is the ability to manage multiple priorities independently and collaborate effectively with technical specialists and clients. Professional certification or relevant credentials are desirable.
