Environmental / CEQA Project Manager
We are seeking an experienced Environmental / CEQA Project Manager to lead environmental planning and compliance assignments from initial scope development through project completion. This role will support a varied portfolio of public and private development, infrastructure, transportation, energy, and land-use projects. The successful candidate will provide technical leadership, manage project delivery, and guide clients and project teams through the California Environmental Quality Act (CEQA) process, while ensuring high-quality work, regulatory compliance, and timely completion.
Responsibilities include preparing and managing CEQA documentation, including Notices of Preparation, Initial Studies, Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports, and related technical studies. You will coordinate multidisciplinary teams, consultants, agencies, legal advisers, and stakeholders; develop scopes, schedules, budgets, and fee proposals; review technical reports; identify and evaluate environmental impacts; and oversee public review, agency consultation, hearings, and response-to-comments processes. The role will also involve interpreting federal, state, and local environmental regulations, advising on permitting and compliance strategies, managing project risks, and presenting findings to clients, public agencies, governing bodies, and community groups.
Applicants should have a bachelor’s degree in environmental planning, environmental science, urban and regional planning, or a related discipline, along with substantial experience managing CEQA projects. Strong knowledge of CEQA guidelines, California environmental regulations, and local planning processes is essential. Experience with NEPA, permitting, environmental impact assessment, technical report review, and public engagement is highly desirable. The ideal candidate will be an effective communicator and organised project leader with excellent writing, analytical, negotiation, and relationship-management skills. The ability to manage multiple priorities, meet deadlines, work independently, and collaborate effectively with technical specialists and clients is required. Familiarity with project management software and geographic information systems is advantageous. Occasional travel, public meetings, and flexible work hours may be required.
