CEQA Project Manager Southern Coastal Markets

We are seeking an experienced CEQA Project Manager to lead environmental review projects across Southern Coastal markets. This role will manage projects from initial scoping through certification or approval, coordinating technical studies, agency consultation, public engagement, and regulatory documentation. The successful candidate will work closely with project sponsors, planners, engineers, legal advisors, public agencies, consultants, and community stakeholders to deliver clear, defensible, and timely environmental documents.

Responsibilities include managing Initial Studies, Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports, Addenda, Notices of Exemption, and related CEQA materials; developing scopes, schedules, budgets, and procurement strategies; directing multidisciplinary consultant teams; reviewing technical analyses for quality, consistency, and regulatory compliance; and advising clients on environmental constraints, permitting pathways, mitigation measures, and project risk. You will also prepare and review administrative records, coordinate responses to agency and public comments, support public hearings and meetings, track project milestones, and maintain effective communication throughout the review process. The role may include supporting related federal, state, and local environmental requirements, including NEPA, permitting, and resource agency coordination.

Applicants should have a bachelor’s degree in environmental planning, urban planning, environmental science, natural resources, or a related discipline; a minimum of seven years of progressively responsible CEQA experience; and a strong understanding of California environmental regulations, guidelines, and local entitlement processes. Experience managing complex development, infrastructure, transportation, renewable energy, or public-sector projects in Southern California is highly desirable. Strong writing, editing, analytical, organizational, and presentation skills are essential, along with the ability to manage competing priorities and communicate effectively with technical and non-technical audiences. A proven record of leading teams, meeting deadlines, and building productive relationships with agencies and stakeholders is expected. A relevant professional certification, such as AICP, is advantageous.
