Role Overview
The HR Director will lead the human capital strategy for the organisation and support regional expansion, with a particular focus on Saudi Arabia and the wider GCC. This role will drive workforce planning, talent acquisition, organisational development, and compliance across multiple project sites, managing both white-collar technical staff and blue-collar project-based teams.
As a regional EPC contractor delivering large infrastructure, civil, and building projects for government and private clients, the company requires strong HR leadership to manage diverse teams, subcontractor labour pools, and technical personnel.
The HR Director will play a critical role in building scalable HR systems, ensuring operational growth, compliance, and workforce productivity.
Key Responsibilities
HR Strategy
Develop and implement a regional HR strategy aligned with organisational growth objectives.Support expansion into Saudi Arabia and other GCC markets.Advise the CEO on organisational structure, workforce capability, and HR best practices.Workforce Planning
Plan workforce requirements for large-scale construction projects.Manage mobilisation and demobilisation of project teams.Build and maintain talent pipelines for:Project DirectorsEngineersSite Management TeamsSkilled and semi-skilled labourTalent Acquisition & Employer Branding
Lead recruitment strategy across engineering, commercial, and site roles.Establish recruitment partnerships and networks in Saudi ArabiaDesign and implement employer branding initiatives to attract high-quality technical talent.Ensure robust end-to-end recruitment processes for both white-collar and blue-collar employees.Performance & Development
Implement performance management frameworks and KPIs.Design leadership development and succession planning programs.Facilitate training initiatives to upskill both office-based and project site personnel.HR Operations & Compliance
Ensure compliance with labour regulations in Kuwait, Saudi Arabia, and the GCC.Oversee HR policies, payroll, benefits administration, and employee relations.Lead Saudization/localisation strategies for Saudi operations.

Ideal Candidate Profile
15+ years HR experience, with minimum 8 years in construction / EPCProven experience managing project-based workforces of 500-3,000 personnel.Strong expertise in talent acquisition for both white-collar and blue-collar employeesIn-depth knowledge of GCC labour laws, with Saudi and Kuwait preferred.Demonstrated success in workforce mobilisation and scaling for large infrastructure projects.Strong leadership, communication, and stakeholder management skills

The Operations Finance Manager oversees the financial performance of multiple (approx. 4) construction/EPC projects, ensuring consolidated control over budgets, cashflow, treasury, banking relations, and financial governance. Banking RelationshipsManage direct interactions with banks regarding facilities, overdrafts, and guarantees.Oversee issuance, renewal, and monitoring of LGs (Letters of Guarantee) and LCs (Letters of Credit).Maintain financial covenant compliance and ensure timely submission of required bank documents.5. ECAs ManagementCoordinate documentation and compliance for ECA-backed financing.Support the structuring of financing deals for imported materials/equipment.Ensure all ECA requirements and reporting obligations are met.6. Corporate/Project Controlling GovernanceOversee monthly closing processes for all assigned projects.Review and approve project EACs, cost variance reports, and consolidated P&Ls.Drive improvements in financial accuracy, forecasting discipline, and data quality.7. Claims, Variations & Commercial SupportReview the financial impact of Variation Orders and claims before submission.Ensure proper financial backing for commercial negotiations.Support Project Directors and Contracts Managers on commercial matters.8. Compliance, Audit & Internal ControlsEnsure adherence to company policies, procurement guidelines, and IFRS principles.Handle internal/external audits across multiple projects.Strengthen financial controls to minimize leakages, cost overruns, and risks.9. Hands‑On Technical ExecutionPersonally review key financial calculations, models, and complex reports.Step in operationally when team members face blockers or urgent deadlines.Maintain a deep understanding of numbers, not just managerial oversight.
Qualifications & Experience
Bachelor's degree in Finance, Accounting, Economics, or similar.10-15 years' experience in Finance within construction/EPC, including multi-project oversight.Strong experience in banking, treasury, and LG/LC management.Experience with ECAs (or international project financing) is highly preferred.Proven track record of managing teams and working in fast‑paced project environments.Advanced Excel + ERP expertise (SAP/Oracle/JDE/IFS).Strong English communication; Arabic is an advantage.Competencies
