Principal, Rail Expansion Program

We are seeking an accomplished Principal, Rail Expansion Program to lead the strategic planning and delivery of major rail infrastructure initiatives. This senior role will provide end-to-end leadership across a complex portfolio of expansion projects, from early concept development and business case preparation through design, procurement, construction, commissioning and operational handover. You will establish clear program objectives, governance frameworks, delivery plans, performance measures and reporting arrangements to ensure projects are delivered safely, efficiently and in line with approved scope, budget and schedule.

Key responsibilities include coordinating multidisciplinary project teams, consultants, contractors and delivery partners; managing program risks, dependencies, interfaces and change control; and providing authoritative advice to senior executives and government or industry stakeholders. You will oversee the development of investment proposals, technical and operational requirements, approvals, procurement strategies and commercial arrangements. The role will also lead stakeholder engagement with communities, regulators, transport operators, utility providers and other affected parties, while promoting collaboration, transparency and effective issue resolution. A strong focus on safety, sustainability, accessibility, customer outcomes and whole-of-life value is essential.

To be successful, you will have substantial experience leading large-scale rail, transport or similarly complex infrastructure programs, with a strong understanding of project development, engineering, construction, commissioning and asset integration. You will bring demonstrated capability in program governance, financial management, contract administration, risk management and executive reporting, together with the ability to influence outcomes in a politically and operationally sensitive environment. A relevant tertiary qualification in engineering, project management, transport, business or a related discipline is preferred, as is experience with major public infrastructure delivery and applicable safety, environmental and regulatory requirements. Exceptional communication, negotiation, strategic thinking and people leadership skills are essential.
