Program Manager - Water Infrastructure

We are seeking an experienced Program Manager – Water Infrastructure to lead the successful planning and delivery of complex water and wastewater infrastructure programs. This role will oversee multiple projects across the full lifecycle, from strategic planning, business case development and approvals through to procurement, construction, commissioning and operational handover. You will provide clear direction to multidisciplinary teams and ensure that program outcomes are delivered safely, efficiently, sustainably and in line with agreed scope, schedule, budget and quality requirements.

Key responsibilities include developing and maintaining integrated program plans, delivery strategies, budgets, risk registers and performance reports; coordinating internal stakeholders, consultants, contractors, regulators and community representatives; and managing interdependencies across projects, assets and operational priorities. You will establish effective governance and assurance processes, monitor milestones and critical path activities, resolve issues and variations, and provide timely advice on emerging risks and opportunities. The role will also contribute to procurement and contract management, commercial negotiations, funding submissions, technical reviews and continuous improvement of project and program delivery practices.

To be successful, you will have substantial experience managing major water, wastewater, utilities or other complex civil infrastructure programs, together with a relevant tertiary qualification in engineering, project management, construction, business or a related discipline. You will demonstrate strong knowledge of program governance, project controls, commercial and contract management, risk management, procurement and regulatory compliance. Excellent communication, negotiation and stakeholder engagement skills are essential, as is the ability to influence outcomes in a complex environment and build high-performing teams. Experience working with delivery partners, public-sector stakeholders, traditional owners and affected communities will be highly regarded.
