Senior Hydropower FERC Licensing Program Manager (Remote/Hybrid)

We are seeking a Senior Hydropower FERC Licensing Program Manager to lead complex regulatory licensing and relicensing initiatives for hydroelectric facilities. This role will oversee projects from early planning and stakeholder engagement through application development, agency review, licensing decisions, and post-license compliance. The successful candidate will provide strategic direction across multidisciplinary teams, manage schedules and budgets, and ensure that all deliverables meet applicable federal and state requirements.

Key responsibilities include developing and executing FERC licensing strategies; coordinating environmental, engineering, legal, biological, cultural resource, and public engagement workstreams; managing Integrated Licensing Process activities and related studies; preparing, reviewing, and submitting regulatory filings; and serving as a primary point of contact with FERC, resource agencies, Tribal Nations, municipalities, nongovernmental organisations, and other stakeholders. The role will also monitor regulatory developments, assess project risks, resolve issues, support settlement and consultation processes, and provide clear status updates to senior leadership. Responsibilities may include guiding compliance with license conditions, supporting amendments and exemptions, and mentoring less-experienced licensing professionals.

Applicants should have a bachelor’s degree in environmental science, engineering, natural resources, public policy, law, or a related discipline, together with substantial experience managing FERC hydropower licensing or relicensing programmes. Strong knowledge of the Federal Power Act, FERC regulations and procedures, environmental review requirements, and agency consultation processes is essential. Demonstrated success leading complex, multi-party projects, managing consultants, interpreting technical studies, and communicating with executive and regulatory audiences is required. Excellent writing, negotiation, organisation, and problem-solving skills are expected, along with the ability to manage competing priorities and work independently. Experience with project delivery, stakeholder facilitation, and hydropower operations or engineering is highly desirable. This position may be performed remotely or in a hybrid arrangement, with occasional travel required for site visits, meetings, public consultations, and regulatory engagements.
