Water Conveyance Program Manager

We are seeking an experienced Water Conveyance Program Manager to lead the planning, delivery, and continuous improvement of complex water conveyance infrastructure programs. The role will oversee the development and implementation of projects involving pipelines, canals, pump stations, reservoirs, treatment interfaces, and associated civil, mechanical, and electrical assets. You will be responsible for coordinating multiple workstreams from concept and design through procurement, construction, commissioning, and operational handover, ensuring that program outcomes align with approved scope, schedule, budget, quality, and safety requirements.

Key responsibilities include establishing program governance, delivery strategies, reporting frameworks, risk registers, and performance measures; managing consultants, contractors, technical specialists, and internal stakeholders; and coordinating planning, design reviews, constructability assessments, permitting, land access, environmental requirements, and community engagement. You will monitor progress, resolve complex technical and commercial issues, manage change control, and provide clear recommendations to senior decision-makers. The role will also support long-term asset planning, ensure compliance with applicable regulations and industry standards, and promote resilient, efficient, and sustainable water infrastructure solutions.

The successful candidate will hold a degree or equivalent qualification in civil engineering, water engineering, project management, or a related discipline, together with substantial experience delivering major water, utilities, or other complex infrastructure programs. Strong knowledge of water conveyance systems, construction methodologies, contract administration, program controls, and health, safety, environmental, and quality management is essential. You will be an accomplished leader and communicator, capable of influencing diverse stakeholders, managing competing priorities, and making sound decisions in a complex delivery environment. Experience with major alliance, design-and-construct, or other collaborative contracting models will be highly regarded. A relevant professional accreditation and formal project or program management certification are advantageous.
