Senior NEPA Specialist
We are seeking a Senior NEPA Specialist to lead and support environmental planning and compliance activities for a diverse portfolio of infrastructure, land development, natural resource, and public-sector projects. The successful candidate will manage National Environmental Policy Act (NEPA) reviews from initial project scoping through documentation, agency consultation, decision documents, and post-approval commitments. Responsibilities will include preparing and reviewing Environmental Assessments, Environmental Impact Statements, Categorical Exclusions, environmental reports, technical memoranda, and related regulatory documentation. You will coordinate multidisciplinary teams, establish schedules and budgets, track deliverables, and maintain clear communication with clients, agencies, stakeholders, and project partners.
The role will involve evaluating potential impacts to biological resources, cultural resources, wetlands, water quality, threatened and endangered species, air quality, noise, environmental justice communities, land use, and other relevant environmental resources. You will help develop alternatives analyses, mitigation measures, monitoring plans, and permit strategies while ensuring that project decisions are supported by accurate, defensible, and well-organised technical information. Additional duties may include leading public involvement activities, facilitating agency meetings, mentoring junior staff, contributing to proposals and work plans, and providing senior-level quality control for environmental documents. Occasional travel and field visits may be required.
Applicants should have a bachelor’s degree in environmental science, planning, natural resources, engineering, or a related discipline; a master’s degree is desirable. At least eight years of progressively responsible experience preparing or managing NEPA documentation and environmental compliance projects is expected, preferably with experience working with federal agencies and complex permitting requirements. Strong knowledge of NEPA regulations, Council on Environmental Quality guidance, environmental review procedures, and applicable federal, state, and local regulations is essential. The ideal candidate will demonstrate excellent technical writing, project management, analytical, presentation, and interpersonal skills, along with the ability to manage competing priorities and work effectively in collaborative, multidisciplinary environments.
