OCS Design Lead

We are seeking an experienced OCS Design Lead to define and oversee the technical design of Online Charging System (OCS) solutions within a complex telecommunications environment. You will lead the design of scalable, secure and highly available charging capabilities that support real-time usage control, balance management, rating, promotions, subscriber eligibility and revenue assurance. Working closely with architecture, product, engineering, operations and commercial teams, you will translate business and technical requirements into robust solution designs and clear implementation plans.

Your responsibilities will include owning the end-to-end OCS design lifecycle, from discovery and requirements analysis through to delivery, integration, testing and transition into service. You will produce high-quality architecture and detailed design documentation, define interfaces with billing, policy control, CRM, mediation, provisioning and network platforms, and ensure solutions comply with relevant security, performance, resilience and regulatory standards. You will provide technical leadership to design and delivery teams, review proposed solutions, manage technical risks and dependencies, and support the resolution of complex incidents and delivery challenges. You will also contribute to technology roadmaps, continuous improvement initiatives and the evaluation of new charging technologies and industry standards.

Applicants should have substantial experience designing and delivering OCS or real-time charging platforms in a telecommunications or similarly complex service environment. Strong knowledge of prepaid and postpaid charging, rating models, real-time credit control, Diameter or equivalent protocols, mediation, policy control and high-volume transaction processing is essential. You will be comfortable working with APIs, microservices, databases, integration patterns and cloud or hybrid infrastructure, as well as producing architecture diagrams and technical specifications. Excellent stakeholder management, communication and problem-solving skills are required, together with the ability to influence decisions across multidisciplinary teams. Experience leading design governance, supplier engagement and large-scale transformation programmes would be advantageous.
