Client Site Manager - Energy Project

Location: Wilhelmshaven, Lower Saxony

Reporting to: Lead Construction Manager

The Assignment

We are supporting a major energy infrastructure project in Wilhelmshaven in the search for an experienced Client Site Manager (CSM) to oversee site activities on a large-scale Converter Station development.

This position requires an individual capable of operating at both strategic and operational level, someone who can effectively manage contractor performance while ensuring the highest standards of HSEQ, quality, and programme delivery are maintained throughout construction.

The successful candidate will act as the client's on-site representative, providing technical oversight, driving contractor accountability, and maintaining alignment between site execution and overall project objectives.

Key Responsibilities

The selected professional will be responsible for:

HSEQ Leadership

Promoting and maintaining a strong safety-first culture across site activitiesDriving continuous improvement initiatives within contractor HSEQ performanceConducting HSE observations and supporting quality audits

Contract & Construction Oversight

Managing contractor compliance through NCRs, TQs, RFIs, and related contractual processesEnsuring works are delivered in accordance with project specifications, technical standards, and milestonesMonitoring contractor performance against programme requirements

Progress & Risk Management

Tracking construction progress and identifying schedule risks or potential delaysProviding regular updates to planning and project management teamsSupporting mitigation planning where required

Stakeholder Coordination

Acting as the interface between site teams, Owner's Engineers, contractors, and client representativesFacilitating collaborative and solution-oriented communication across stakeholdersManaging technical discussions and resolving contradictions relating to standards or execution

Reporting

Producing daily and weekly construction reportsMaintaining accurate records relating to HSE, quality, and construction progress

Candidate Profile

We are looking to engage with experienced construction professionals who possess a strong background in complex infrastructure or energy projects and demonstrate a proactive, safety-led approach to site management.

Required Experience

Proven background within Site Coordination, Construction Management, or Client Site ManagementExperience across large-scale infrastructure, power, HVDC, energy, civils, or M&E projectsStrong understanding of construction quality processes and contractor management

Technical Competencies

Experience reviewing and approving FQPs and ITPsAbility to interpret technical drawings, schedules, and construction documentationFamiliarity with contractual compliance procedures including NCRs, RFIs, and TQs

Soft Skills

Strong communication and stakeholder management capabilityAbility to operate effectively within high-pressure construction environmentsCollaborative but assertive approach to contractor management

Additional Requirements

Competent with Excel, PowerPoint, and reporting toolsFlexibility to support intensive construction phases where extended site hours may be required

The Opportunity

An international engineering consultancy is supporting a major Metro / Urban Rail project in the Philippines and is seeking an experienced OCS (Overhead Catenary System) Expert to join the General Consultancy team.

The role is client-facing and will be undertaken on behalf of the end client, providing technical leadership across design review, construction supervision, and systems integration for a DC traction power system.

This is a long-term assignment within a multidisciplinary international team, offering exposure to a high-profile urban rail programme in Southeast Asia.

Key Responsibilities

Review and approve OCS designs in accordance with project requirements, international standards, and local regulationsProvide site-based construction supervision for OCS works, ensuring quality, safety, and complianceSupport interface management and systems integration, particularly with traction power, civil works, track, and other rail systemsMonitor contractor performance, methodologies, and installation practicesParticipate in inspections, testing, commissioning, and defect resolutionProvide technical advice and reporting to the client and project stakeholdersSupport resolution of technical issues during construction and integration phases

Key Requirements

Degree in Electrical Engineering or a related disciplineSignificant experience working as an OCS / Electrification Expert on Metro or Urban Rail projectsStrong background in DC electrification systems (e.g. 750V / 1.5kV DC)Proven experience in design review and construction supervision rolesFamiliarity with international standards and best practices for rail electrificationExperience working within consultancy or client-side roles is highly desirablePrevious experience in Asia or on large international infrastructure projects is an advantageStrong communication skills and ability to work in multicultural project teams

Salary Package:

The salary on offer is expected to be between $8-11,000 per month Tax free, depending on level of experience with allowances for Cost of Living etc.
