Rail Cost Control & Estimation Expert - Philippines

EWI is supporting an international engineering consultancy involved in the delivery of a major metro infrastructure programme in Manila. We are seeking an experienced Cost Control & Estimation Expert to provide cost management, estimating and commercial support across major build-only construction contracts.

This is an excellent opportunity for an experienced cost engineering or quantity surveying professional to contribute to a high-profile transport infrastructure project while working alongside an established international project team.

The Role

The successful candidate will be responsible for the cost management and estimation of major construction packages. Key responsibilities will include:

  • Managing and monitoring costs associated with build-only construction contracts.
  • Reviewing cost and quantity estimates prepared from detailed engineering drawings and technical specifications.
  • Supporting the preparation of Bills of Quantities, cost breakdown structures, budgets and tender estimates.
  • Assisting the project authority with invitations to bid, bid evaluations and the contract award process.
  • Reviewing contractor payment applications, variation orders and cost submissions.
  • Assessing time and cost claims submitted by contractors and providing recommendations to the client.
  • Undertaking quantity take-offs, rate analysis, cost forecasting and cash-flow monitoring.
  • Comparing budgeted expenditure against actual project costs.
  • Supporting project risk assessments and the calculation of appropriate cost contingencies.
  • Preparing clear and accurate cost reports for the project management team.
  • Coordinating with design teams, contractors, consultants and other project stakeholders.

Candidate Requirements

Candidates should be able to demonstrate:

  • A bachelor's degree in Civil Engineering, Construction Engineering, Quantity Surveying, Cost Engineering or a closely related discipline.
  • Strong experience in cost estimation and cost control on major infrastructure or construction projects.
  • Proven capability in preparing and reviewing:
    • Bills of Quantities
    • Cost Breakdown Structures
    • Budget and tender estimates
    • Variation orders
    • Contractor cost submissions
    • Payment applications and claims
  • Experience with quantity take-offs, rate analysis, cost forecasting, cash-flow management and budget-versus-actual cost analysis.
  • Knowledge of construction contracts, with FIDIC experience considered an advantage.
  • Advanced Microsoft Excel skills.
  • Familiarity with cost control and project planning software, such as Primavera P6 or Microsoft Project.
  • Strong written and verbal communication skills.
  • The ability to coordinate effectively across multidisciplinary and international project teams.

Salary/ Package

The salary would be vin the region of $7,000 -10,000 per month Tax free with additional allowance totalling a further $3,000 per month.
