We are seeking an experienced Manager – Roads & Highways, Southeast Asia & Pacific to lead the delivery and growth of major transport infrastructure projects across diverse markets. This senior role will provide technical, commercial and strategic leadership across road, highway and related transportation assignments, supporting clients through planning, design, procurement, construction and operational phases. The position will involve working with multidisciplinary teams and stakeholders across the region, with regular engagement with government agencies, contractors, investors and development partners.

Key responsibilities include managing project teams, budgets, schedules, quality and risk across complex roads and highways programmes; overseeing technical studies, feasibility assessments, business cases, master planning and detailed design; and providing expert guidance on procurement, contract strategy, construction supervision and asset management. You will help develop client relationships, identify new opportunities, prepare proposals and contribute to regional business planning. The role will also involve mentoring staff, strengthening technical capability, promoting consistent standards and ensuring that projects meet relevant safety, environmental, social and regulatory requirements.

Applicants should hold a degree in civil engineering, transport engineering or a related discipline, with professional registration or chartered status highly regarded. You will bring substantial experience in roads and highways, ideally gained across Southeast Asia, the Pacific or comparable international markets, together with a strong understanding of project development and delivery in complex environments. Demonstrated success in managing multidisciplinary teams, major infrastructure programmes and senior client relationships is essential. Commercial awareness, excellent written and verbal communication skills, and the ability to work effectively across cultures are also required. Experience with public-private partnerships, donor-funded infrastructure, climate resilience, sustainable transport or digital asset management would be advantageous. Regular regional travel may be required.
