Project Manager II - Public Works Utility Modeling

We are seeking a Project Manager II – Public Works Utility Modeling to lead the planning, development, and delivery of complex utility modeling projects that support the safe, reliable, and efficient operation of public infrastructure. This role will manage projects involving water, wastewater, stormwater, drainage, and related utility systems, coordinating technical teams, consultants, contractors, and public-sector stakeholders from project definition through completion. The successful candidate will help translate operational needs into practical modeling solutions, improve infrastructure decision-making, and support long-term capital planning.

Responsibilities include developing scopes, schedules, budgets, and procurement documents; managing contracts and consultant deliverables; reviewing technical analyses, model results, design reports, and engineering documentation; and ensuring projects meet applicable standards, regulations, and quality requirements. You will coordinate field data collection, asset inventories, hydraulic and hydrologic modeling, system capacity assessments, master planning, and alternatives analysis. The role will also involve presenting findings to technical and non-technical audiences, preparing clear reports and recommendations, monitoring risks and performance, resolving issues, and maintaining accurate project records. Occasional site visits, stakeholder meetings, and coordination with emergency response or utility operations teams may be required.

Qualified candidates will typically hold a bachelor’s degree in civil, environmental, water resources, or a closely related engineering discipline, along with several years of progressively responsible project management or utility engineering experience. Professional Engineer registration, project management certification, or demonstrated progress toward either credential is desirable. Candidates should have experience with utility planning and modeling software, GIS, data analysis, engineering calculations, and technical report preparation. Strong organizational, communication, negotiation, and problem-solving skills are essential, as is the ability to manage multiple priorities, guide multidisciplinary teams, and make sound decisions in a public infrastructure environment. Knowledge of applicable utility regulations, permitting processes, design standards, and asset management practices will be highly valued.
