Estimating Manager - Federal

We are seeking an experienced Estimating Manager – Federal to lead the preparation, coordination and submission of competitive bids for complex government and infrastructure projects. This role will manage estimating activities from early opportunity review through to final tender submission, ensuring pricing is accurate, commercially sound and aligned with contractual, technical and compliance requirements. The successful candidate will work closely with project delivery, engineering, procurement, finance and senior leadership teams to develop robust proposals that support sustainable business growth.

Key responsibilities include reviewing tender documentation, scopes, drawings and specifications; establishing estimating strategies, bid programmes and resourcing requirements; coordinating quantity take-offs, subcontractor and supplier pricing, labour costs, plant, materials, preliminaries, overheads and risk allowances; and preparing detailed cost plans, pricing schedules and tender submissions. You will lead estimating reviews, challenge assumptions, identify opportunities and exposures, maintain clear audit trails, and present recommendations to decision-makers. The role will also contribute to bid negotiations, handover processes and the continuous improvement of estimating systems, templates, procedures and cost databases.

Applicants should have substantial experience in estimating or commercial management within construction, engineering, defence, infrastructure or another highly regulated project environment, together with demonstrated experience supporting government or federal procurement processes. Strong knowledge of contract conditions, procurement methods, cost planning and risk management is essential. You will be highly capable of interpreting technical documentation, using estimating and spreadsheet software, and managing multiple tenders to demanding deadlines. Excellent communication, negotiation and stakeholder management skills are required, along with a methodical, commercially minded approach and a high level of attention to detail. Relevant tertiary qualifications in construction management, quantity surveying, engineering, commerce or a related discipline are desirable. Eligibility to obtain and maintain any required government security clearance will be expected.
