As-Needed Environmental Compliance Monitor and Designated Biologist for BUOW - CA

We are seeking an experienced Environmental Compliance Monitor and Designated Biologist to support construction and environmental projects on an as-needed basis throughout California. The successful candidate will help ensure compliance with applicable federal, state, and local environmental regulations, project approvals, mitigation measures, and permit conditions, with particular emphasis on the protection of burrowing owls (BUOW) and their habitat.

Responsibilities may include conducting pre-construction surveys, nesting and wildlife monitoring, burrowing owl clearance surveys, and biological resource assessments; establishing and maintaining environmentally sensitive area controls; monitoring construction activities for compliance; documenting observations and potential impacts; and providing timely guidance to field crews, contractors, and project managers. The role may also involve preparing daily monitoring reports, incident documentation, photographic records, and technical summaries; coordinating with agency representatives; supporting relocation or avoidance measures where authorized; and recommending corrective actions when non-compliance or unexpected biological resources are identified. Work may occur in active construction environments, including locations with uneven terrain, noise, dust, and variable weather conditions.

Applicants should have a degree in biology, ecology, environmental science, or a related discipline, along with demonstrated experience in biological monitoring, environmental compliance, and California wildlife regulations. Specialized experience with burrowing owl biology, survey protocols, habitat assessment, and agency guidance is highly desirable. Candidates must be able to identify common California wildlife and plants, interpret permit and mitigation requirements, communicate clearly with field personnel, and produce accurate, well-organized documentation. A valid driver’s license, reliable transportation, the ability to work flexible schedules including early mornings or occasional weekends, and readiness to travel to project sites are required. Applicable safety training, first-aid certification, and familiarity with construction compliance practices are advantageous.
