Project Manager - Municipal Water/Wastewater (Richmond, VA / Chesapeake, VA / Arlington, VA)

We are seeking an experienced Project Manager to lead municipal water and wastewater infrastructure projects across Richmond, Chesapeake, and Arlington, Virginia. This role will oversee projects from initial planning and design through procurement, construction, commissioning, and closeout. You will serve as a primary point of contact for clients, contractors, consultants, regulatory agencies, and internal technical teams, ensuring that projects are delivered safely, on schedule, within budget, and to the required quality standards.

Key responsibilities include defining project scope, developing schedules and budgets, coordinating multidisciplinary design and construction activities, and monitoring progress against established milestones. You will manage contracts, change orders, submittals, invoices, risk registers, and project documentation while identifying and resolving technical, commercial, and operational issues. The role will also involve leading project meetings, preparing status reports, supporting permitting and regulatory compliance, reviewing plans and specifications, and maintaining strong client relationships. Projects may include water and wastewater treatment facilities, pump stations, pipelines, collection and distribution systems, storage facilities, and related municipal infrastructure.

Applicants should have a bachelor’s degree in civil, environmental, or related engineering, construction management, or a comparable discipline, together with substantial experience managing water and wastewater projects. Professional Engineer licensure or the ability to obtain it is preferred, along with familiarity with Virginia regulatory requirements, public-sector procurement, contract administration, and commonly used project management and scheduling tools. Strong leadership, communication, negotiation, organization, and problem-solving skills are essential. The successful candidate will be comfortable managing multiple priorities, collaborating with technical professionals and field teams, and travelling periodically to project and client locations throughout the region. Experience with alternative delivery methods, treatment processes, utility rehabilitation, or large-scale municipal capital improvement programs is highly valued.
