Project Manager - Municipal Water/Wastewater (Richmond, VA / Chesapeake, VA / Arlington, VA)

We are seeking an experienced Project Manager to lead municipal water and wastewater infrastructure projects in the Richmond, Chesapeake, and Arlington, Virginia markets. This role will oversee projects from planning and design through procurement, construction, commissioning, and closeout. The successful candidate will work closely with municipal clients, engineers, contractors, regulatory agencies, and internal teams to deliver safe, compliant, and cost-effective solutions.

Responsibilities include managing project scope, schedule, budget, quality, risk, and contract requirements; preparing and monitoring work plans, forecasts, progress reports, and change orders; coordinating design reviews, permitting, bidding, construction administration, and field activities; and resolving technical, commercial, and stakeholder issues. You will lead project meetings, maintain clear communication with clients and project teams, review contractor performance and payment applications, and ensure that health, safety, environmental, and regulatory standards are met. Projects may include water treatment and distribution systems, wastewater treatment facilities, pump stations, collection systems, pipelines, storage tanks, and related utility infrastructure.

Candidates should have a bachelor’s degree in civil, environmental, or a related engineering discipline, along with substantial experience managing municipal water and wastewater projects. Professional Engineer licensure, or the ability to obtain licensure, is strongly preferred. Experience with design-bid-build and alternative delivery methods, public-sector procurement, construction management, and applicable Virginia regulations is highly desirable. Strong knowledge of project controls, contract administration, scheduling, cost management, and risk mitigation is required. Excellent written and verbal communication, negotiation, leadership, and problem-solving skills are essential, as is the ability to manage multiple priorities and build productive relationships with clients and project stakeholders. Regular travel to project sites and offices throughout the region may be required.
