Municipal Project Manager
Municipal Project Manager
We are seeking an experienced Municipal Project Manager to lead the successful delivery of a varied portfolio of public-sector infrastructure, property and community improvement projects. This is an opportunity to manage projects that make a visible difference to local communities, from initial feasibility and business case development through to construction, completion and review.
You will be responsible for establishing clear project objectives, budgets, programmes and governance arrangements, ensuring that projects are delivered safely, efficiently and in line with agreed standards. Working closely with internal teams, consultants, contractors, elected representatives and community stakeholders, you will provide confident leadership throughout the project lifecycle.
Key responsibilities
- Manage multiple capital projects from inception to completion, balancing competing priorities and resources.
- Prepare and maintain project plans, budgets, risk registers, decision reports and progress updates.
- Commission and oversee feasibility studies, surveys, design development and procurement activities.
- Lead multidisciplinary project teams and coordinate consultants, contractors and specialist advisers.
- Monitor programme, cost, quality, health and safety, environmental performance and statutory compliance.
- Manage change control, commercial matters, risks, issues and project documentation.
- Engage with residents, user groups, public bodies and other stakeholders, communicating complex information clearly.
- Support contract management, tender evaluation, negotiations and the resolution of delivery issues.
- Contribute to continuous improvement by capturing lessons learned and strengthening project management processes.
About you
You will have substantial experience managing complex construction, regeneration, estates or infrastructure projects within a public-sector, regulated or similarly accountable environment. A relevant qualification in project management, construction, engineering, surveying or a related discipline is desirable, alongside practical knowledge of procurement, contract administration, risk management and financial control.
You will be organised, commercially aware and confident making evidence-based decisions. Strong communication and stakeholder management skills are essential, as is the ability to work independently while contributing positively to a collaborative team. Experience of recognised project management methodologies and relevant construction or public procurement frameworks would be advantageous.
The role may involve attending sites, meetings and consultation events across the area, with occasional travel and flexibility required to meet project demands.
