Preconstruction Manager – Commercial / Institutional
An established construction business is seeking an experienced Preconstruction Manager to lead the planning, coordination and commercial development of projects across the commercial and institutional sectors. This is a key role responsible for ensuring projects are thoroughly evaluated, competitively positioned and prepared for successful delivery.
Working closely with clients, consultants, estimating teams and construction professionals, you will manage the preconstruction process from initial opportunity through to contract award. You will provide technical insight, commercial guidance and clear reporting throughout each stage, helping to identify risks, develop efficient solutions and maintain strong client relationships.
Key responsibilities
- Lead preconstruction activities for commercial, education, healthcare and other institutional projects.
- Review drawings, specifications, contracts and site information to assess scope, buildability and risk.
- Coordinate estimating, design, procurement and construction planning activities.
- Develop and manage project programmes, budgets, cash flow forecasts and tender strategies.
- Prepare and present clear proposals, budgets, value engineering options and tender submissions.
- Manage consultant and subcontractor engagement, including tender enquiries, clarifications and reviews.
- Identify project risks and opportunities, recommending practical mitigation and cost-saving measures.
- Support negotiations with clients, consultants and supply chain partners through to contract award.
- Ensure all preconstruction documentation, approvals and reporting are accurate and delivered on schedule.
About you
You will have substantial experience in preconstruction, estimating, design management or commercial project management within the construction industry. Experience delivering complex commercial or institutional schemes is highly desirable, together with a strong understanding of construction methods, procurement routes, contracts and cost planning.
Strong communication, negotiation and organisational skills are essential, as is the ability to manage competing priorities and influence stakeholders at all levels. You will be commercially astute, detail-focused and confident working independently while contributing positively to a collaborative project team.
A relevant construction, engineering, quantity surveying or project management qualification is preferred, although equivalent practical experience will be considered.
