PUBLIC WORK'S DEPARTMENT - CAPITAL PLANNING PROJECT MANAGER (TRANSPORTATION)
We are seeking an experienced Capital Planning Project Manager to lead the development and delivery of strategic transportation infrastructure programmes. This role will oversee projects from early concept and feasibility through to design, procurement, construction and close-out, ensuring that schemes are delivered safely, efficiently, on time and within approved budgets. The successful candidate will contribute to long-term investment planning and help shape a resilient, accessible and sustainable transport network.
Key responsibilities will include preparing capital improvement plans, business cases, cost estimates, funding requests, project schedules and risk registers. You will coordinate consultants, contractors, technical specialists and internal stakeholders, while monitoring progress, expenditure, quality, compliance and performance against agreed objectives. The role will involve reviewing designs and technical reports, managing project documentation, supporting procurement and contract administration, and resolving issues that may affect scope, cost or delivery. You will also prepare clear reports and recommendations for senior decision-makers and communicate effectively with community representatives and other interested parties.
Applicants should have substantial experience managing complex transportation or civil infrastructure projects, ideally within a public-sector, regulated or similarly accountable environment. A degree or equivalent qualification in civil engineering, transport planning, construction management, project management or a related discipline is desirable, together with recognised project management or professional accreditation. You will need strong knowledge of capital planning, infrastructure delivery, financial control, procurement and health and safety requirements. Excellent analytical, organisational, negotiation and communication skills are essential, as is the ability to manage competing priorities and work collaboratively across multidisciplinary teams. Experience with project management software, budget monitoring tools and relevant transport standards would be advantageous.
