Chief Estimator — Water/Wastewater Treatment Plants (WWTP)
We are seeking an experienced Chief Estimator to lead the preparation of competitive, accurate, and commercially sound estimates for water and wastewater treatment plant projects. This senior role will oversee estimating activities from early opportunity review through to final tender submission, supporting projects involving treatment processes, pumping stations, pipelines, storage facilities, mechanical and electrical systems, civil works, and associated infrastructure. The successful candidate will provide clear cost guidance to senior leadership and contribute to effective bid strategy, risk management, and commercial decision-making.
Key responsibilities include reviewing tender documentation, specifications, drawings, schedules, and contract conditions; developing detailed quantity take-offs and cost estimates; coordinating pricing inputs from engineering, procurement, subcontractors, and suppliers; and validating labour, equipment, materials, temporary works, commissioning, and subcontract costs. You will establish estimating programmes, maintain pricing databases, identify exclusions and assumptions, assess risks and opportunities, and prepare tender clarifications and qualifications. The role will also involve leading estimate reviews, presenting submissions to internal stakeholders, mentoring estimating team members, and ensuring all bids are delivered accurately and on schedule in accordance with relevant standards and procedures.
Applicants should have substantial estimating experience within water, wastewater, utilities, process engineering, or major civil infrastructure, with a strong understanding of treatment plant construction and project delivery. A relevant degree, diploma, or trade qualification in engineering, construction, quantity surveying, or a related discipline is preferred. Strong knowledge of construction methodologies, cost planning, procurement, subcontractor pricing, and contract risk is essential. Experience using estimating, quantity take-off, scheduling, and spreadsheet software is required, together with excellent analytical, communication, and negotiation skills. The successful candidate will be commercially astute, highly organised, detail-oriented, and confident working under deadlines while managing multiple complex tenders.
