Preconstruction Manager- Water/Wastewater

We are seeking an experienced Preconstruction Manager to lead the planning, estimating and development of water and wastewater infrastructure projects from early opportunity through to contract award. This role will oversee the preconstruction process for complex treatment, pumping, pipeline, utility and civil works, ensuring that projects are commercially robust, technically deliverable and aligned with client requirements. You will collaborate closely with operations, design, estimating, procurement and commercial teams to develop competitive and well-coordinated proposals.

Key responsibilities will include reviewing tender and contract documentation, assessing project risks, developing construction methodologies, preparing preliminary programmes and coordinating cost plans, estimates and value-engineering proposals. You will manage the preparation of bids, establish supply-chain and subcontractor strategies, obtain and evaluate quotations, and lead tender reviews and presentations. The role will also involve engaging with clients, consultants and delivery partners, challenging design assumptions, identifying buildability improvements and ensuring that health, safety, environmental and quality considerations are incorporated from the outset. Where appropriate, you will support early contractor involvement, negotiate proposals and facilitate a smooth handover to the project delivery team.

Applicants should have substantial preconstruction, estimating or project development experience within the water, wastewater, utilities or wider civil engineering sector. A strong understanding of water and wastewater construction methods, temporary works, civils, mechanical and electrical interfaces, procurement and contract risk is essential. You will need proven experience managing multidisciplinary teams and multiple tenders, together with the ability to interpret technical information, analyse costs and communicate clearly with stakeholders at all levels. Strong commercial awareness, attention to detail, negotiation skills and confidence working to demanding deadlines are required. Relevant qualifications in civil engineering, construction management, quantity surveying or a related discipline are desirable, as is experience with collaborative delivery models and regulated utility frameworks.
