Preconstruction Manager

We are seeking an experienced Preconstruction Manager to lead the planning, coordination and commercial development of projects from initial opportunity through to contract award. This role will work closely with clients, consultants, design teams, suppliers and construction colleagues to ensure projects are thoroughly assessed, competitively priced and prepared for successful delivery. The successful candidate will bring strong technical, commercial and organisational skills, together with the ability to manage multiple priorities in a fast-paced environment.

Key responsibilities will include reviewing tender and contract documentation, developing construction methodologies, programmes, logistics plans and risk registers, and coordinating design information to identify opportunities, constraints and potential efficiencies. You will prepare and manage budgets, estimates, cost plans, value engineering proposals and tender submissions, ensuring all assumptions, exclusions and clarifications are clearly documented. The role will also involve obtaining and analysing subcontractor and supplier quotations, leading tender meetings, supporting negotiations, monitoring procurement strategies and presenting recommendations to senior stakeholders. You will maintain accurate records throughout the preconstruction process and ensure all work complies with relevant legislation, standards, quality expectations, health and safety requirements and environmental objectives.

Applicants should have proven experience in a preconstruction, estimating, bid management or commercial construction role, ideally gained across complex building, civil engineering or infrastructure projects. A strong understanding of construction methods, procurement routes, contract principles, cost planning and programme development is essential. Excellent communication and influencing skills are required, along with confidence engaging with technical and non-technical stakeholders at all levels. You should be commercially aware, detail-focused and capable of working independently while contributing positively to a collaborative team. Experience with estimating, scheduling, document control and project management software would be advantageous. Relevant industry qualifications or a degree in construction management, quantity surveying, engineering or a related discipline are desirable.
