We are seeking a Senior Preconstruction Manager with significant experience delivering water and wastewater projects to lead the planning, development and commercial preparation of complex bids and early-stage works. This role will manage the preconstruction process from initial opportunity assessment through to contract award and mobilisation, working closely with estimating, design, engineering, procurement, commercial and operational teams. You will help shape competitive, buildable and commercially robust solutions across treatment facilities, pumping stations, pipelines, reservoirs and associated civil infrastructure.

Responsibilities will include reviewing tenders and client requirements; developing preconstruction strategies, programmes, methodologies and risk registers; coordinating cost plans, estimates, value engineering and subcontractor pricing; and ensuring proposals are technically compliant and aligned with delivery capability. You will lead tender reviews, contribute to client presentations and negotiations, challenge design and construction assumptions, and identify opportunities to improve safety, sustainability, programme certainty and whole-life value. The role will also involve managing consultants and supply-chain partners, supporting early contractor involvement, maintaining governance and approval processes, and preparing clear reports for senior stakeholders.

Applicants should have substantial preconstruction or estimating experience within the water, wastewater, utilities or related infrastructure sectors, together with a strong understanding of construction methodologies, procurement routes, contract frameworks and commercial risk management. A degree or equivalent qualification in civil engineering, construction management, quantity surveying or a related discipline is desirable. You will need proven experience leading multidisciplinary teams and complex tenders, excellent commercial and analytical skills, and the ability to communicate confidently with clients, designers, suppliers and internal stakeholders. Strong organisation, negotiation and problem-solving abilities are essential, as is a proactive approach to health, safety, environmental performance, quality and inclusive collaboration. The position may require travel to project, client and supplier locations.
