Overview

Our client who is a specialist electrical engineering consultancy, focused on data centres and high-voltage infrastructure projects, is looking for an experienced HSE Site Manager.

We are seeking an experienced HSE Site Manager to lead all health, safety, and environmental activities on complex substation construction sites. This role is critical in ensuring compliance with regulatory requirements while driving a proactive safety culture across all project stakeholders.

Key Responsibilities:

Develop and implement project-specific HSE plans, procedures, and risk assessmentsLead site safety performance and promote a strong safety-first culture across all personnelConduct regular site inspections, audits, and risk assessments to identify hazards and ensure complianceEnsure adherence to local regulations, client standards, and international HSE requirementsManage incident reporting, investigations, and root cause analysis with corrective actionsDeliver HSE inductions, toolbox talks, and ongoing safety training to site teams and subcontractorsCoordinate emergency response planning, drills, and first-response preparednessMonitor subcontractor HSE performance and enforce compliance with project safety standardsMaintain accurate HSE documentation including reports, permits, and inspection recordsInterface with client representatives, regulatory bodies, and stakeholders on all HSE matters.

Required Qualifications and Competencies:

Proven experience as an HSE Site Manager on EPC, substation, or power infrastructure projectsStrong knowledge of health, safety, and environmental regulations within EuropeExperience working in high-risk environments including HV substations or industrial constructionRelevant certifications such as NEBOSH, IOSH, or equivalent HSE qualificationsStrong leadership and communication skills with the ability to influence site teamsExperience conducting risk assessments, audits, and incident investigationsAbility to manage multiple contractors and interfaces on complex construction sitesStrong reporting, documentation, and organisational skills

Experience working in Norway or similar regulated markets is highly advantageous

Preparation phase

Request qualification matrix and RAMS from subcontractors and check for completeness and actualitySupport Project Manager by performing site visit and advising on site compoundsCreation of safety booklet and short information for rescue centerCreation of site-specific induction Creation of site-specific HSE-plan All 3 topics above aligned with customer requirementsPrepare check for readinessPrepare HSE-aspects for kick-off meeting

Kick-off meeting

ParticipationPresentation of HSE-aspects aligned with respective project managerCall for missing documents from subcontractorReview of site-specific documentation e.g. like induction and HSE-plan

Execution phase

Welcome teams and perform site induction including examCheck compliance of arriving teams according to qualification, validity of certificates etc.Check of PPE, PFPS, tools and equipment (validity of certificates, condition, storage area for blocked equipment…)Ensure that HSE-PM/EPC-contractor agreement is followedImplement HSE-process according to client requirements step by step under client supervision (for explanation as examples: there are several activities that need a ptw (permit to work) which is not implemented in Germany so far as well as several regulations within the HSE-plan. Additionally, there are new procedures like POWRA and JSEA. client will provide all necessary training, documents, and templates)Perform site inspections and safety consulting (check of work procedures according to RAMS, wearing of PPE, storage, and use of chemicals etc.)Create and process HSE-tickets (using client system software)Create weekly / monthly reports and action listsFollow up on action listPerform incident investigationPerform safety stand downs and other HSE-meetings

Moving phase

After completion of installation between two projects additional tasks must be performed:

Guide dismantling, moving and assembly of craneParticipating in lessons learned and provide valuable inputPerform site induction for commissioning teamsContinuing with tasks of preparation phase
