Senior Testing and Commissioning Manager - Railway Project, KSA

Overview:
We are seeking an experienced and well-rounded Senior Testing and Commissioning (T&C) Manager to lead the testing and commissioning activities for a major passenger and freight railway project in KSA. This role requires expertise across all railway systems, including signalling, telecommunications, rolling stock, power supply, and infrastructure. Working with a leading European consultancy, this position offers the opportunity to play a pivotal role in the delivery of a transformative rail project.

Key Responsibilities:

  • Develop and implement comprehensive testing and commissioning strategies for all railway systems, ensuring alignment with international standards and project specifications.
  • Oversee T&C activities for systems including signalling, telecommunications, rolling stock, traction power, SCADA, and civil infrastructure interfaces.
  • Coordinate with multidisciplinary teams, contractors, and suppliers to ensure seamless integration and system readiness.
  • Act as the primary point of contact for the client, providing updates, addressing concerns, and fostering strong stakeholder relationships.
  • Identify potential risks or issues during testing and commissioning, propose effective solutions, and ensure timely resolution.
  • Manage safety and quality assurance processes during T&C to meet operational readiness and regulatory requirements.
  • Prepare detailed documentation and reports on testing progress, outcomes, and handover readiness.

Key Requirements:

  • Experience:
    • 20+ years of overall professional experience.
    • 10+ years in the rail sector with extensive testing and commissioning experience across multiple systems.
    • 7+ years in a similar senior management role overseeing all-round T&C activities.
  • Education: Bachelor's degree in Engineering or a related field (Master's degree preferred).
  • Sector Experience:
    • Proven background working with leading consultancies; consultancy-side experience is essential.
    • Experience in KSA or the Middle East rail market is strongly preferred.
  • Skills:
    • Comprehensive knowledge of all railway systems, including signaling, communications, rolling stock, power supply, and infrastructure interfaces.
    • Exceptional communication and stakeholder management skills, with a strong ability to liaise with clients and multidisciplinary teams.
    • Strong leadership capabilities to manage diverse teams and drive project success.
    • In-depth understanding of international safety standards, operational readiness, and system integration.
