Senior Rail Project Manager (Facilities)

Location: Riyadh, Saudi Arabia

Project: Rail Project - Maintenance Yards and Facilities

EWI are supporting a leading international consultancy firm who are seeking a highly skilled Rail Project Manager to lead and oversee the inception, setup, and strategy phases for a significant rail project in Saudi Arabia. The project focuses on the maintenance of depots, yards, and related railway infrastructure. As a key figure in this project, you will be responsible for managing various stages, including strategy implementation, tender preparation, design, and ongoing supervision for maintenance and operational activities. This is a senior position with a crucial role in shaping the success of this extensive rail project.

Key Responsibilities:

  • Oversee the inception and setup period for the rail project, including managing depots and maintenance yards.
  • Lead the preparation of tender documents for the design and build (D&B) phase, including the writing of technical specifications.
  • Manage the selection and coordination of design consultants, with a specific focus on working with my client as the lead designer.
  • Provide ongoing support to the end client and lead design consultants throughout the project lifecycle.
  • Prepare tenders for contractors, manage the D&B process, and ensure smooth transitions to subsequent project phases.
  • Oversee and supervise engineers in the PMC role, not as a project manager but as a program management consultant.
  • Focus on design-related activities for the next 2.5 years, followed by oversight of tender specifications and contractor follow-up.
  • Ensure effective supervision of O&M, track works, civil works, and FM (facilities management), specifically for depots, railway stock maintenance, wayside maintenance facilities, and signal and telecommunications installations along the alignment.
  • Maintain a hands-on role in overseeing the execution of tender specifications and supervising the construction and maintenance works across various facilities.

Qualifications & Experience:

  • Degree in Civil Engineering, Mechanical Engineering or similar
  • Proven experience in managing large-scale rail infrastructure projects, particularly in depot and maintenance yard operations.
  • Expertise in preparing technical specifications for tenders, with a strong focus on D&B processes and oversight of project execution.
  • Skilled in managing the design phase of the project, particularly in working with design consultants and ensuring the technical delivery of railway systems.
  • Extensive experience in O&M management, railway stock maintenance, and facilities management.
  • Strong understanding of track works, civil works, and signal/telecommunications installations for railway systems.
  • A high level of project management expertise with a focus on strategic thinking, supervision, and effective contractor management.
  • Knowledge of the Saudi Arabian rail industry and/or experience working within the region is a plus.
  • Fluent in English (additional language skills are a plus).
