Rail Systems Assurance Expert - Philippines

EWI is supporting the recruitment of a senior Rail Systems Assurance Expert for a major urban rail infrastructure programme in the Philippines.

The Role

The Rail Systems Assurance Expert will lead and coordinate system assurance activities across railway E&M, Rolling Stock, civil and architectural disciplines. Working alongside the Interface System Integrator, the successful candidate will help ensure that system requirements, technical interfaces and safety assurance deliverables are properly defined, verified and closed throughout the tender, design, construction and handover stages.

The position will report directly to the E&M / Rail Systems Project Manager and play a key role in the successful delivery of a complex, multidisciplinary railway programme.

Key Responsibilities

Lead and coordinate system assurance activities for railway E&M and Rolling Stock systems.Coordinate the Civil and Systems Interface Team across civil, architectural and E&M contract packages.Review and finalise Design and Performance Specifications for railway systems.Ensure requirements are complete and properly coordinated with the Civil Works Detailed Design.Lead the review of RAMS documentation, including Hazard Logs, Safety Cases and reliability and availability calculations.Support requirements management, traceability, verification and validation activities.Review requirements management processes and tools, including ComplyPro.Liaise with the Independent Safety Assessor and support audits, verification activities and closure of findings.Ensure assurance documentation complies with relevant railway standards, including EN 50126, EN 50128 and EN 50129.Review system-level interfaces between civil structures, architectural works, E&M systems and Rolling Stock.Identify and coordinate the resolution of interface conflicts, design gaps and compliance issues.Lead technical coordination meetings, interface forums and issue-resolution workshops.Support the evaluation of tender submissions and prepare technical findings and recommendations.Define technical acceptance conditions for design, interface and system assurance deliverables.Support the Engineer's review and "No Objection" process for contractor submissions.Monitor requirements verification, assurance deliverables and interface closure.Review the readiness of system assurance and interface documentation for handover.Provide technical assurance oversight of contractors and suppliers during installation and construction.

Requirements

Degree-qualified in Engineering or another relevant technical discipline.Extensive experience in railway systems engineering and system assurance.Strong knowledge of RAMS, hazard management, Safety Cases and requirements management.Experience working with EN 50126, EN 50128 and EN 50129.Proven experience managing complex interfaces between civil, architectural, E&M and Rolling Stock systems.Experience supporting Independent Safety Assessor audits and closing assurance findings.Strong understanding of requirements traceability, verification, validation and technical acceptance.Previous experience on a major metro, railway or urban transport programme.Ability to lead multidisciplinary teams and coordinate effectively with contractors, consultants and project stakeholders.Strong written and spoken English communication skills.
