Rail Claims Manager / Delay & EOT Expert - Philippines
The Opportunity
An international engineering consultancy is seeking an experienced Claims Manager / Delay Analysis Expert to support one of Southeast Asia's largest railway infrastructure programmes.
Working as part of the Engineer's team on a major commuter rail project, you will lead the assessment and management of complex Extension of Time (EOT), delay, disruption and variation claims across major Rolling Stock and Railway Systems contracts.
This role offers the opportunity to work on a landmark railway development involving Rolling Stock, Trackworks, Signalling, Telecommunications, Electrification, Power Supply and associated railway systems, while providing expert contractual and forensic schedule analysis support to senior project stakeholders.
Key Responsibilities
Lead the assessment of Contractor claims relating to:
Delay and disruptionExtension of Time (EOT)Variations with programme impactsConcurrent delaysCritical path impacts
Conduct detailed forensic reviews of:
Contractor programmesTime Impact Analyses (TIA)Progress recordsContractual submissionsDelay event documentation
Establish and analyse project critical paths using Primavera P6.
Provide expert opinions and recommendations on contractual entitlement and programme-related claims.
Review and determine Contractor submissions in accordance with FIDIC contract provisions.
Support project management teams with contractual advice relating to delay, disruption and interface management.
Prepare formal determinations and technical reports relating to time-related claims.
Liaise with technical, scheduling, commercial and contract administration teams to establish facts and entitlement.
Participate in meetings and presentations with project stakeholders, including Employer representatives.
Support dispute resolution processes including:
Dispute BoardsMediationConciliationArbitration proceedings
Assist with preparation and review of:
Position PapersReferralsRejoindersHearing submissionsPost-hearing statements
Requirements
Degree qualification in Engineering, Construction, Quantity Surveying, Construction Law, Project Controls or a related discipline.Approximately 20+ years' professional experience within major infrastructure projects.Minimum 10 years' experience on railway and transit projects.Strong background in:Railway SystemsRolling StockTrackworksSignallingTelecommunicationsPower Supply & DistributionElectrification / OCSMajor MEP infrastructure projects
Extensive expertise in:
Delay analysisForensic schedulingProgramme reviewExtension of Time assessmentsDisruption analysis
Demonstrable experience administering and interpreting:
FIDIC Yellow BookFIDIC Silver BookMDB / JICA-based contracts
Expert user of Primavera P6.
Strong report writing and stakeholder communication skills.
Desirable Qualifications
CIArb accreditation or equivalent dispute resolution qualification.
Experience supporting:
Dispute BoardsArbitration proceedingsFormal dispute resolution mechanisms
Knowledge of:
SCL Delay & Disruption ProtocolAACE International Recommended Practice 29R-03FIDIC Golden Principles
Experience on:
