The Opportunity
EWI is supporting a globally recognised consultancy consortium acting as the FIDIC Engineer and General Consultant on one of Southeast Asia's most high-profile rail infrastructure programmes.
We are seeking an experienced Claims Manager (Civil Works) to join the contracts team on a major railway scheme including elevated viaducts, stations, depot facilities, and full systems integration.
This is a senior-level position suited to a commercially astute contracts specialist with deep expertise in FIDIC claims, dispute resolution, and large-scale infrastructure delivery.
Key Responsibilities
You will play a critical role in the evaluation and management of contractor claims and variations across the project. Responsibilities include:
Leading the evaluation and determination of contractor claims, including time and cost entitlementsPerforming forensic delay and quantum analysis, including EOT assessments and concurrent delay evaluationInterpreting FIDIC contracts and advising on contractual obligations and risk mitigationCoordinating with technical, planning, and cost teams to validate claims and variation ordersPreparing formal claims reports, determinations, and contractual correspondenceSupporting dispute resolution processes, including Dispute Boards and arbitration proceedingsEngaging with the Employer (DOTr) and contractors, presenting findings and recommendationsMonitoring contractual correspondence in line with FIDIC Sub-Clause requirementsAdvising on interface risks and contractual compliance across civil packages
Candidate Profile
Essential Experience:
Minimum 20 years' experience in construction, including:10+ years in major infrastructure projects5+ years in railway projectsStrong background in claims management, contract administration, and dispute resolutionProven expertise in:Extension of Time (EOT) analysisVariations and cost claimsContractual interpretation and forensic investigationQualifications:
Degree or equivalent in Engineering, Quantity Surveying, or related disciplinePreferably accredited in FIDIC contracts (Red Book / MDB Pink Book)Additional qualifications such as CIArb, mediation/arbitration, or Dispute Board experience highly desirable
Technical Knowledge:
Strong working knowledge of FIDIC MDB Harmonised Pink Book (2010)Expertise in:Variation management (Clause 13)Contract pricing and payment (Clause 14)Claims, disputes, and arbitration (Clause 20)
Additional Advantages:
Experience on JICA / ADB or other ODA-funded projectsPrevious working experience in Asia or Southeast AsiaMembership of relevant professional bodies
Salary:
The package on offer is likely to be around $11,000 to $13,000 per month tax free with additional allowances for accommodation, transport etc.

We are seeking an experienced Senior Contract Manager / Civil Works Claims Expert to support a large, internationally funded rail infrastructure project. The role focuses on the assessment, management and determination of contractor claims, variations and disputes under complex FIDIC‑based civil works contracts.
This is a senior position within the contracts team, requiring deep technical, commercial and contractual expertise across major railway civil works packages.
Key Responsibilities
Assessment and determination of Contractor's Claims and Variations (time and cost)Interpretation and administration of FIDIC civil works contracts, including determinations under Sub‑Clause 3.5Conducting forensic investigations, contractual analysis and delay assessments (including concurrent delay)Preparation of claims evaluation reports, contractual correspondence and recommendationsManagement of variation orders, re‑measurement, BOQ assessments and time‑related costsLiaising with technical, planning, cost and local contract administration teamsAdvising on contractual interface issues and compliance with contract conditionsSupporting Dispute Board proceedings (standing and ad‑hoc), including preparation of position papers and attendance at hearingsCoordination with Employer representatives and delivery of formal presentations where required

Salary Package:
The salary for this position will be circa $10-14,000 TAX FREE per month with an additional $3,000 per month for allowances.
