The leading infrastructure recruitment specialist is seeking a Project Buyer to join a prestigious rail project in Riga, Latvia. This is an exciting opportunity to be part of a major European rail development, working with leading international engineering teams.
This is a fantastic opportunity to play a key role in the successful development and delivery of one of Europe's largest and most high profile rail projects. Joining the project from an early stage presents a long term opportunity to be based in a desirable location and a part of an international team.
DUTIES AND RESPONSIBILITIES:
To work closely with the Supply Chain Managers and the Supplier and Subcontractor Procurement Director to implement the procurement strategies and processes defined by the Management Team.To process Purchase Requests (PRs) and follow up regularly to ensure timely execution.To be responsible for placing Purchase Orders (POs) and tracking their progress.To conduct market research and sourcing to identify potential suppliers.To draft and publish tender documents in compliance with the project and local regulations.To organize information sessions for bidders and respond to their queries.To analyze commercial bids in collaboration with technical and production teams based on quality, cost, and delivery capabilities.To prepare evaluation reports and recommendations for contract awards.To finalize contracts details regarding provisions, pricing, delivery and payment terms for selected suppliers and ensure compliance with the contract and with regulatory requirements.To oversee proper contract execution and manage changes or resolve issues with suppliers to ensure project timelines and quality standards are met.To build and maintain strong relationships with suppliers to ensure long-term collaboration.
JOB REQUIREMENT:
Bachelor's degree, preferably procurement, construction, transport or logistics. May also be final year students.Experience in procurement, in construction/ infrastructure projects.Experience in the field of equipment management and materials supply.Knowledge of the construction market: materials, contractors, equipment.Knowledge of the Latvian language and English language proficiency, both spoken and written, to perform duties in relation to all colleagues coming from partner companies.

DUTIES AND RESPONSIBILITIES:
To work with construction site documents - letters, acts of covered works, material approval forms, method statement (DVPs), material delivery and compliance documentation, documentation for project changes, general executive documentation and various reports.To update and store documents and files to ensure they are accurate and accessible for other employees. To understand document flows and work with Aconex system.To acquaint employees with the forms, instructions and other standards implemented in the company. To monitor their compliance.To organize and prepare for site meetings, keep minutes, and to track action items, to ensure follow-ups are done in a timely manner.To handle and distribute project-related communication, including letters, emails, and reports between the project team, contractors, and clients.To work with the Construction Work Log in BIS system - data entry and verification in sections, ensuring that all data recorded and attachments in the construction work logs is accurate and consistent with the actual work, as well as that it is delivered to the system on time and to verify compliance with regulatory enactments.In cooperation with the person responsible for EDLUS, to organize the timely preparation of the necessary documents.To assist team of preparing daily and weekly progress reports according to the terms of the contract.To prepare other reports as requested by the construction management team.To assist to Regional general supervisor, Stakeholder Director and PR team in organizing official events, meetings, masterclasses.To monitor office and ensure that the premises are prepared for work and that all necessary supplies are available, and inventory is in working order.To monitor and manage stock of supplies and inventory for office required for the project, to ensure timely procurement and delivery.
JOB REQUIREMENT:
Preferably a bachelor's degree in construction, maybe a final year student.Experience of 2 years as construction manager assistant or office administrator/ technical secretary in construction company.Experience working with document management systems.Experience working with BIS systems.Experience working with EDLUS systems.Knowledge of the Latvian language and English language proficiency, both spoken and written, to perform duties in relation to all colleagues coming from partner companies.

To work closely with the Supplier and the Subcontractor Procurement Director to implement the procurement strategies and processes defined by the Management Teams.To develop procurement plans considering technical, budgetary, and regulatory constraints.To identify cost optimisation opportunities while ensuring quality and timely delivery.To identify, evaluate, and qualify suppliers and subcontractors in collaboration with technical and production teams.To launch and manage tenders, analyse bids, and negotiate contracts.To assess supplier risks and develop strategies to secure critical supplies.To draft, negotiate, and oversee contracts, ensuring compliance with project requirements and local regulations.To monitor key performance indicators (KPIs) to evaluate supplier performance.To collaborate closely with internal teams (engineering, finance, logistics) to ensure efficient procurement management.To maintain communication and coordination with suppliers and subcontractors throughout the project life cycle.To participate in project steering meetings and provide procurement insights and reports.
