This is a senior leadership position responsible for providing the integrated programme controls view across a large-scale metro programme, working closely with line managers, programme leadership, consultants and key stakeholders.
Key Responsibilities

15+ years' experience on major metro, urban rail or large infrastructure programmesStrong PMO, programme controls or project controls leadership experienceExperience on the employer, owner, client or programme management side preferredStrong understanding of schedule management, cost control, risk and change governanceExperience producing executive-level reporting and programme dashboardsExcellent stakeholder management and communication skillsWillingness to be substantially based in Israel

We are seeking an experienced RSY Project Track Sub-System Manager to lead the delivery of a key project sub-system from definition through to completion. You will be responsible for establishing clear technical, operational and delivery objectives, coordinating activities across engineering and project teams, and ensuring that requirements are fully understood, controlled and traceable throughout the project lifecycle. The role will involve managing interfaces with related systems, suppliers and stakeholders while maintaining a strong focus on safety, quality, performance, cost and schedule.
Key responsibilities will include developing and maintaining sub-system plans, monitoring progress against agreed milestones, identifying risks and dependencies, and implementing effective mitigation actions. You will oversee the preparation and review of technical documentation, support design reviews, manage change and configuration control, and ensure that verification, validation, testing and acceptance activities are properly planned and executed. You will also provide regular progress reports, contribute to governance meetings, and work collaboratively with commercial, procurement, assurance and delivery functions to resolve issues and maintain momentum.
The successful candidate will have proven experience managing a complex engineering, infrastructure or technology sub-system within a structured project environment. You will be comfortable working across multidisciplinary teams, managing suppliers and communicating with stakeholders at all levels. Strong planning, organisation, problem-solving and decision-making skills are essential, together with the ability to balance technical detail and wider project priorities. A relevant engineering, technical or project management qualification, or equivalent practical experience, is required. Experience of systems engineering, requirements management, configuration control, risk management and formal assurance processes would be highly advantageous.

We are seeking an experienced Track Construction Manager to lead the safe, efficient and high-quality delivery of rail track construction and renewal projects. Working across live and developing rail environments, you will be responsible for coordinating site activities, managing construction teams and ensuring works are delivered in accordance with approved designs, programmes, budgets and applicable railway standards. This role will involve close collaboration with project managers, engineers, subcontractors, suppliers, rail operators and other stakeholders.
Your responsibilities will include planning and supervising track installation, renewal, maintenance and associated civil engineering activities; coordinating labour, plant, materials and possessions; monitoring progress against programme milestones; and maintaining accurate site records, reports and handover documentation. You will ensure that construction methods, risk assessments, permits and inspection and test plans are properly implemented. The role also requires effective management of subcontractors, quality assurance, environmental controls and the resolution of technical or operational issues arising on site. You will promote a strong safety culture, lead briefings and inspections, investigate incidents where required, and ensure compliance with all relevant health, safety, environmental and railway regulations.
Applicants should have substantial experience managing rail track construction or renewal projects, with a sound understanding of track systems, construction processes, possession planning and railway safety requirements. A relevant engineering, construction or railway qualification is desirable, together with recognised site management and safety certifications. You will need proven experience leading multidisciplinary teams, controlling resources and costs, and delivering projects in high-pressure environments. Strong communication, organisational and problem-solving skills are essential, as is the ability to build effective working relationships with clients, contractors and operational stakeholders. Flexibility to work nights, weekends and extended shifts during possessions or critical project stages will be required.
