We are seeking an experienced Preconstruction Manager to lead the planning, development and commercial preparation of water and wastewater projects from early opportunity through to contract award. This role will be responsible for coordinating preconstruction activities across design, estimating, procurement, engineering and operations, ensuring that each project is thoroughly assessed and positioned for successful delivery. You will work closely with clients, consultants, supply chain partners and internal stakeholders to develop robust, competitive and deliverable proposals.

Key responsibilities will include reviewing tender and contract documentation, assessing project scope, risks, constructability and programme requirements, and establishing effective bid strategies. You will manage the preparation of estimates, cost plans, preliminaries, value engineering proposals, construction methodologies, risk registers and tender submissions. The role will also involve leading tender review meetings, challenging assumptions, coordinating design development, engaging specialist subcontractors and suppliers, and ensuring that commercial and technical information is accurate, compliant and submitted on time. You will support handover into delivery by ensuring that project teams receive clear budgets, programmes, methodologies, risks and procurement strategies.

The successful candidate will have substantial preconstruction or estimating experience within the water, wastewater, utilities, civil engineering or related infrastructure sectors. A strong understanding of construction methods, temporary works, design coordination, procurement and contract principles is essential, together with the ability to interpret technical specifications, drawings and schedules. You should be commercially aware, highly organised and confident managing multiple tenders and priorities in a deadline-driven environment. Excellent communication, negotiation and stakeholder management skills are required, along with the ability to influence decisions and build effective relationships. Relevant professional qualifications in civil engineering, construction, quantity surveying or project management are desirable.
