About the Project:
Our firm is leading the supervision of a major Japan International Cooperation Agency (JICA)-financed Highway Improvement Project in Bangladesh. As part of this national infrastructure initiative, the project will deliver both main carriageway upgrades and a comprehensive set of ancillary facilities to support long-term operation, safety, and resilience of the corridor.
We are seeking an experienced and motivated Facility Engineer to join our multidisciplinary team and take a key role in the design, supervision, and coordination of these essential facilities.
Facilities Covered by the Project:
According to JICA project documentation, the following facilities are included in the scope:
Maintenance Facilities - Offices, garages, and depots for road maintenance operationsTraffic Management Facilities - ITS equipment, control centers, surveillance systems, and signal infrastructureService Areas - Public rest areas including toilets, kiosks, fuel stations, and parking baysToll Plazas - Toll booths, control rooms, and electrical/communication systems for toll collectionDisaster Resilience Facilities (if applicable) - Evacuation centers, flood control installations, or emergency shelters
Key Responsibilities:
Plan and supervise the construction of all non-roadway facilities in accordance with project timelines and JICA standardsCoordinate architectural, structural, mechanical, and electrical systems across various sitesReview contractor submittals, shop drawings, and technical specificationsManage day-to-day site activities, including inspections, quality monitoring, and contractor coordinationPrepare progress reports, manage documentation, participate in meetings, and liaise with stakeholders
Required Knowledge and Experience:
Technical ExpertiseSolid grounding in building services engineering (including HVAC, electrical, plumbing, fire safety)Familiarity with M&E systems and ITS infrastructure (e.g., traffic control, tolling, communications)Experience interfacing with civil works including utility routing, foundations, and structural integrationUnderstanding of international standards: BS, ASTM, IEC, and JICA design guidelines Construction Supervision & Site ManagementExperience in construction scheduling, QAPs, ITPs, and quality assurance practicesProven ability to coordinate with multiple specialized contractors (e.g., ICT, electrical, architectural)Comfortable preparing Minutes of Meetings (MOM), managing variation orders (VOs), non-conformance reports (NCRs), and punch lists Tools and StandardsProficiency in AutoCAD and Revit for drawing reviewsSkilled in using MS Project or Primavera for tracking construction schedulesFamiliar with ISO 9001 (Quality), ISO 14001 (Environmental), and OSHA site safety standards Preferred BackgroundExperience in transport infrastructure involving facilities such as toll plazas, ITS control centers, and service areasPrior experience working in Bangladesh, South Asia, or similar project environmentsStrong English communication skills (oral and written) for reporting and stakeholder engagement

Duties & Responsibilities:
The expert shall be responsible for the following, but not limited:
Overall Schedule Control: Monitor and manage the project schedule for the already-established Detailed Design (DD) team.Deliverables Review: Check, review, and ensure the quality of deliverables prepared by the design team.Client Coordination: Act as the main contact for client communications related to civil engineering matters, including responding to ad-hoc requests based on project progress.Internal Interface Management: Lead discussions and coordination efforts within the organization to ensure seamless interface management among related teams.Presentation to Clients: Prepare presentation materials in collaboration with team members and conduct presentations to clients as required.Support of Civil Engineering Activities: Provide technical advice and leadership in matters related to civil design, construction feasibility, and planning.- Lead the Alignment review corresponding to the client and others
- Lead the study of structure/embankment types with the engineers.
- Lead the bridge and structure plan and produce the detailed design work.
- Lead the reporting work.
Key requirements for the role:
Degree in construction management or similarAt least 25 years of experience in civil engineering, with a strong background in Feasibility Studies (FS) and Detailed Design (DD) management.Proven track record in managing design and construction projects for infrastructure development, particularly in multi-disciplinary international projects.Excellent communication, negotiation, and coordination skills to manage both internal teams and external stakeholders.Strong leadership in schedule management, quality assurance, and client engagement activities.

Salary Package:
The salary on offer for this position is around $8,000 -10,000 Tax free per month with a full package including Flights, transport, insurance, per diem.
