Position
The Site HSE Manager's job purpose is to manage and monitor the HSE management system on site during the project execution. He will report directly to the Site Manager and provide his assistance and guidance to the project as requested regarding HSE topics.
The HSE manager has to ensure that all project management activities comply with general HSE regulations and specific HSE regulations for construction sitesDevelop & review Project HSE documentation: HSE Plan, Risk assessment, Emergency response plan, etc.Prepare a welcome package and HSE site inductionsResponsible for HSE documentation collection and "release to work" stage of new personnelLead & follow the implementation of HSE plan & safe system of workMaintain the open and transparent communication with Customer representative related to HSE topicsCollect HSE observations, incident information and propose action plansMaintain a continuous reporting of HSE observationsMaintain a tracker for the HSE progress and support in the HSE culture developmentPrepare and update the Monthly HSE ReportInitiate & support the HSE continuous improvement system on siteInitiate HSE discussion & participate to Tool Box Talk meeting with on field teamsEnsure the on field activities follow & reflect correctly the implementation of the HSE management system and report the potential deviations to the Supervisors & Site ManagerResponsible of checking the general safe conditions of the entire site & working areas (access roads, pads, etc.)Responsible to audit that approved processes are followed and relevant licenses are heldResponsible for monitoring the working hours and presence on site.Together with Site Manager, lead the incident investigationsLead the planning of Emergency Drills and Rescue Concepts with the Site ManagerBe responsible of main counter in case of emergency drillsPersonnel Protective Equipment (PPE) has to be worn at all time and inspected frequently before usage to guarantee a safe work spaceCheck that the PPE is be inspected every 6 month by authorized personnelSafety walks shall be performed per set targets. All hazards, near miss events, accidents and incidents shall be reported immediately according to contractual rulesContribute to manage and monitor all aspects of health, safety and environment and technical requirements at the wind farm site including daily HSE briefings and inductionsHelp manage HSE systems such as Permit to Work systems, LOTO, etc.Offer support when requested in HSE auditsEnsure that all communications (such as Safety Notices, Alerts and lessons learnt bulletin's) from the HSE Manager are effectively communicated to the workforceEnsure on behalf of the Site Manager that actions identified as the result of audits and / or inspections completed by management are closed out and corrective actions taken within the appropriate timescaleAssist in the investigation of injuries, environmental incidents, dangerous occurrences, near misses and other incidents where appropriate as requested by the HSE ManagerSkills

Welcome teams and perform site induction including examCheck compliance of arriving teams according to qualification, validity of certificates etc.Check of PPE, PFPS, tools and equipment (validity of certificates, condition, storage area for blocked equipment…)Ensure that HSE-PM/EPC-contractor agreement is followedImplement HSE-process according to client requirements step by step under client supervision (for explanation as examples: there are several activities that need a ptw (permit to work) which is not implemented in Germany so far as well as several regulations within the HSE-plan. Additionally, there are new procedures like POWRA and JSEA. client will provide all necessary training, documents, and templates)Perform site inspections and safety consulting (check of work procedures according to RAMS, wearing of PPE, storage, and use of chemicals etc.)Create and process HSE-tickets (using client system software)Create weekly / monthly reports and action listsFollow up on action listPerform incident investigationPerform safety stand downs and other HSE-meetingsMoving phase
