Purpose of the Role
The HR Manager is responsible for leading and managing all Human Resources activities for the Project, ensuring the effective implementation of HR strategies, policies, and procedures in support of project objectives.
The role oversees workforce planning, recruitment, employee relations, performance management, compensation and benefits, training and development, workforce administration, and compliance with applicable labor laws and company policies. The HR Manager acts as a strategic partner to Project Management and department leaders, ensuring the availability, engagement, and development of a high-performing workforce.
Key Responsibilities
HR Management & Strategy
Lead the implementation of HR policies, procedures, and initiatives across the Project.Support Project Management in workforce planning and organizational development.Ensure HR activities align with project objectives and company standards.Provide HR guidance and support to department managers and supervisors.Promote a positive and productive working environment.Recruitment & Workforce Planning
Lead recruitment and selection activities for project personnel.Coordinate manpower planning requirements with department managers.Support mobilization and onboarding activities.Monitor workforce levels against project requirements.Ensure recruitment processes are efficient, compliant, and aligned with project schedules.Employee Relations
Act as the primary point of contact for employee relations matters.Support conflict resolution and employee grievance procedures.Advise management on disciplinary actions and employment matters.Foster employee engagement and retention initiatives.Promote open communication and positive workplace culture.Performance Management
Support performance appraisal and performance improvement processes.Advise managers on employee development and succession planning.Monitor performance management activities across departments.Support implementation of performance-related initiatives.Compensation & Benefits
Administer compensation and benefits programs in accordance with company policies.Monitor payroll-related activities in coordination with Finance.Support salary benchmarking and compensation reviews.Ensure employee records relating to compensation and benefits are accurately maintained.Training & Development
Identify training and development needs across the Project.Coordinate internal and external training programs.Monitor compliance with mandatory training requirements.Support professional development initiatives and career progression programs.HR Administration & Compliance
Ensure all employee records are maintained accurately and confidentially.Monitor compliance with labor legislation, company policies, and project requirements.Support audits and HR compliance reviews.Oversee leave administration, attendance monitoring, and workforce reporting.Ensure proper administration of employment contracts, visas, permits, and work authorizations where applicable.Reporting & Workforce Analytics
Prepare HR reports and workforce statistics.Monitor manpower trends and workforce metrics.Support management reporting requirements.Maintain HR dashboards and workforce planning data.Team Leadership
Lead and supervise HR personnel and administrative support staff.Allocate responsibilities and monitor team performance.Promote continuous improvement within HR processes.Support the professional development of HR team members.Key Deliverables

Education
Bachelor's Degree in Human Resources, Business Administration, Psychology, Law, or a related discipline.Master's Degree in Human Resources Management or Business Administration is desirable.Professional Certifications
CIPD, SHRM, HRCI, or equivalent professional certifications are desirable.Experience
Minimum 10 years of Human Resources experience.Minimum 5 years in an HR management position.Experience in major infrastructure, construction, engineering, transportation, or industrial projects.Strong knowledge of labor law, employee relations, recruitment, and workforce management.Experience working in multinational and multicultural environments.Experience in the Dutch marketTechnical Skills
