The Opportunity
EWI is supporting a globally recognised consultancy consortium acting as the FIDIC Engineer and General Consultant on one of Southeast Asia's most high-profile rail infrastructure programmes.
We are seeking an experienced Claims Manager (Civil Works) to join the contracts team on a major railway scheme including elevated viaducts, stations, depot facilities, and full systems integration.
This is a senior-level position suited to a commercially astute contracts specialist with deep expertise in FIDIC claims, dispute resolution, and large-scale infrastructure delivery.
Key Responsibilities
You will play a critical role in the evaluation and management of contractor claims and variations across the project. Responsibilities include:
Leading the evaluation and determination of contractor claims, including time and cost entitlementsPerforming forensic delay and quantum analysis, including EOT assessments and concurrent delay evaluationInterpreting FIDIC contracts and advising on contractual obligations and risk mitigationCoordinating with technical, planning, and cost teams to validate claims and variation ordersPreparing formal claims reports, determinations, and contractual correspondenceSupporting dispute resolution processes, including Dispute Boards and arbitration proceedingsEngaging with the Employer (DOTr) and contractors, presenting findings and recommendationsMonitoring contractual correspondence in line with FIDIC Sub-Clause requirementsAdvising on interface risks and contractual compliance across civil packages
Candidate Profile
Essential Experience:
Minimum 20 years' experience in construction, including:10+ years in major infrastructure projects5+ years in railway projectsStrong background in claims management, contract administration, and dispute resolutionProven expertise in:Extension of Time (EOT) analysisVariations and cost claimsContractual interpretation and forensic investigationQualifications:
Degree or equivalent in Engineering, Quantity Surveying, or related disciplinePreferably accredited in FIDIC contracts (Red Book / MDB Pink Book)Additional qualifications such as CIArb, mediation/arbitration, or Dispute Board experience highly desirable
Technical Knowledge:
