Project Director - Infrastructure (Roads & Transportation), Saudi Arabia
EWI Recruitment is working with a leading international engineering consultancy to recruit an experienced Project Director for a major infrastructure programme in Riyadh.
This is a senior leadership role overseeing complex urban infrastructure projects, including roads, highways, bridges, and tunnels, within a multi-disciplinary environment. You will be responsible for the successful delivery of projects from planning through to execution, ensuring alignment with client objectives, timelines, and contractual requirements.
Key Responsibilities
Project Leadership
Lead and manage multi-disciplinary project teams across large-scale infrastructure projects
Provide strategic direction, guidance, and mentorship to ensure high performance
Delivery & Execution
Oversee contractors and subcontractors to ensure delivery in line with specifications, budget, and schedule
Monitor day-to-day site construction activities and resolve technical and operational challenges
Planning & Strategy
Develop and implement project execution plans aligned with client objectives
Coordinate with planning teams to ensure programme alignment and delivery milestones
Stakeholder Management
Maintain strong relationships with clients, contractors, and regulatory bodies
Lead project meetings and ensure effective communication across all stakeholders
Commercial & Risk Management
Manage project budgets, resource allocation, and procurement activities
Identify project risks and implement mitigation strategies
Quality & HSE
Ensure compliance with quality standards, safety regulations, and industry best practices
Oversee HSE programmes in coordination with the client
Reporting
Prepare detailed progress reports, including KPI analysis, schedule performance, and risk updates
Requirements for the Role
Degree (Master's preferred) in Civil Engineering, Construction Management, or related fieldChartered status or equivalent professional membership preferredMinimum 20+ years' experience in infrastructure projectsAt least 12+ years in a Project Director / Senior Project Management roleStrong background in roads, highways, bridges, and urban transport projectsPMP or equivalent project management certification preferred
Additional Requirements:
Fluent English required (Arabic is advantageous)Willingness to work in a multinational project environmentAbility to be based in Riyadh
Salary Package:
The salary package is based on experience and will be a tax free salary with additional expatriate benefits.

This is a senior technical leadership role within a Project Management Consultancy (PMC) environment, supporting the delivery of a nationally significant railway programme.
The Role
As Design Lead - Track, you will take full technical responsibility for the track (permanent way) design across all project phases, ensuring compliance with international standards, client requirements, and best industry practice. You will work closely with multidisciplinary teams, designers, contractors, and the end client to deliver a fully integrated and constructible track system solution.
Key Responsibilities
Lead and coordinate track (permanent way) design activities across all project stagesReview and manage design deliverables including alignment, track geometry, and permanent way componentsEnsure compliance with client specifications, EN/UIC standards, and international railway best practiceManage interfaces with civil works, structures, signalling, and O&M disciplinesProvide technical support during procurement and construction, including design clarifications and site supportDrive design optimisation, risk mitigation, and value engineering initiativesSupport resolution of technical issues with designers, contractors, and stakeholders
Candidate Requirements
Bachelor's Degree in Engineering (Civil / Railway or similar)Professional registration with a recognised engineering institution15+ years total experience, including:Minimum 10 years in the rail sectorMinimum 5 years in a similar senior track design roleStrong background in track alignment, track geometry, and permanent way systemsIn-depth knowledge of ballasted and slab track systems and lifecycle performanceProven experience delivering projects to EN, UIC or equivalent international standardsExperience working within a PMC, Engineer, or Consultant environmentPrior experience on international projects; Middle East experience is a strong advantageHigh level of proficiency in English (written and spoken)
Technical Expertise
Track-structure interaction (bridges, tunnels, slab track interfaces)Design methodologies and modern track design software / BIM environmentsUnderstanding of construction methods, maintainability, and long-term asset performance
