Role Overview:
We are seeking a skilled professional to oversee the development and coordination of construction components for large-scale infrastructure bids, particularly within public-private partnership (P3) and design-build highway projects. This position plays a key role in guiding proposal strategy, aligning technical execution, and ensuring submission quality and compliance. The ideal candidate will bring a solid foundation in civil infrastructure, particularly highways, and possess a comprehensive understanding of project delivery from initial planning through to construction.

Success in this position depends on strong construction experience, sharp organizational skills, and the ability to collaborate with multi-disciplinary teams involved in high-profile infrastructure pursuits.

Key Responsibilities:

  • Design detailed construction plans, including traffic management strategies and phased construction approaches, for major infrastructure bids.
  • Coordinate closely with cost estimation, design, procurement, and scheduling teams to establish efficient construction methodologies.
  • Contribute to proposal strategy and development in collaboration with consortium partners and leadership.
  • Incorporate construction planning into technical designs to support pricing and cost estimation efforts.
  • Evaluate potential risks and formulate comprehensive mitigation plans.
  • Participate in internal approvals, reporting processes, and documentation of potential risks.
  • Review bid materials for alignment with contractual and regulatory standards.
  • Provide input during post-submission negotiations, updating construction methodologies where necessary.
  • Attend coordination sessions to support timely progress on proposal activities.
  • Take on additional responsibilities as required to support bid efforts.

Ideal Background:

  • A degree in Civil Engineering or a related discipline.
  • Strong experience in infrastructure construction, especially within the highway sector.
  • Previous involvement in preparing proposals for major P3 or design-build projects is advantageous.
  • In-depth knowledge of construction logistics, cost planning, and risk management within a competitive bidding environment.
  • Familiarity with joint venture or consortium operations.
  • Solid understanding of alternative delivery models for infrastructure development.
  • Working knowledge of contract terms, procurement protocols, and proposal development practices.
  • Demonstrated ability to balance multiple priorities and manage diverse stakeholder input.
  • Exceptional organization, communication, and leadership capabilities.
