The market leading infrastructure, water & energy recruiter is seeking Water / Wastewater Project Managers to be based out of their clients Atlanta location in Georgia


Job Purpose

Provides overall management direction to one or more projects, establishes project objectives and policies, maintains liaison with clients, and monitors construction and financial activities through administrative direction of onsite Superintendent, as well as mentoring Project Engineers.

Essential Duties

Manages critical subcontractors.
Initiates and maintains relationships with clients, subcontractors, and vendors.
Creates and manages a schedule of values and pay applications.
Assists in creating and carrying out a job-specific safety plan.
Ensures a quality control plan is developed and implemented.
Manages the procurement process including labor, equipment, materials, and subcontracts.
Prepares and maintains accurate financial forecasting with an emphasis on labor, equipment, and cash flow.
Creates and manages the project schedule (cost and resource loaded as required).
Participates in all preconstruction services.


Reporting Relationships

The position reports to the Regional Leader
The position is mentored by: Senior Project Manager
The position is a mentor for: Project Engineer, Senior Project Engineer
Position to work closely with Project Superintendent, Superintendent, Senior Superintendent

Level of Responsibility

Project Size: Effectively and efficiently manage the company's small to mid-size projects.

Project Team: Project Engineer, Superintendent



Competencies

Strong problem-solving and analytical skills.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to establish collaborative relationships with clients.
Experience in participating in labor negotiations favorable.
Member of a professional organization is helpful.
Member of a community organization is helpful.
Participate in career fairs and recruitment.
Keep up with current technology (BIM, 3D Modelling, Pipe Detailing, Etc.).

Qualifications

Education and Experience

4-year BS degree in engineering, construction management, or equivalent experience.
5-10 years of construction experience

Computer Skills:
Technical proficiency in Microsoft Office and Outlook is required. Primavera/Oracle scheduling, Sage Timberline, AutoCAD, and Viewpoint are a plus.

Certificates, Licenses and Registrations:
Valid driver's license with a clean driving record. Motor Vehicle report required.

The Senior Water Estimator will be responsible for leading Construction Design-Build and EPC estimates and proposals for various projects with a diverse portfolio of project types and clients. This position will assist clients in making fact-based decisions by presenting accurate estimates in a credible and professional manner while minimizing risk to the company.

Experience estimating and developing quantities take-offs for water/wastewater treatment related to concrete structures, process mechanical systems, process mechanical pipe, and/or site/civil construction.
Experience estimating pump stations.
Lead estimating strategy and implementation efforts.
Review and approve project summary schedules for validity.
Manage workload scheduling to ensure timely completion of deliverables.
Lead risk review process.
Responsible for compliance with estimating methodology ensuring quality estimates are produced.
Lead project team review for estimating quantities and scope of project.
Responsible for reviewing and approving quotes on bonds and insurance.
Review and approve small and disadvantaged business solicitation and evaluations.
Lead subcontractor solicitation and pre-qualification reviews.
Develop conceptual estimates.
Responsible for reviewing and approving specialty and standard equipment pricing.
Review and verify subcontractor bid packages before being transmitted for quotes.
Present the estimate to internal and external clients.
Responsible for the review of final estimate before management review and proposal presentation.
Lead estimating teams for completion of pre-construction services.
Responsible for cost history, database management and estimating process.
Review and approve general condition and indirect costs as provided by project management team.
Make final recommendations as to fee, contingency and escalation.
Provide man hour quotes for required estimating effort.
Develop strategy on contract partnering agreements.
Prepare and present estimating data for risk review process.
Verify and approve estimates for joint venture reviews.
Review commercial terms and conditions and address risk issues.
Review and validate value engineering items, alternates and options.
Responsible for the accuracy and validity of estimate clarifications and assumptions.
Review documents for gaps and overlaps in scope of work.
Train and mentor staff.
All other duties as assigned

Qualifications

Bachelor Degree in Engineering, Construction Management or related field and minimum 7 years of direct project estimating experience.
Applicable experience may be substituted for the degree requirement.
Ability to work independently or in groups, think creatively and analytically, and make quick and sound decisions
Excellent written and verbal communication skills
Expert with Microsoft Office, ConEst and K-base. Experience with HeavyBid, Bluebeam and/or OST is preferred.
OSHA 10-hour certification required

In this role, you will participate in project delivery in executing innovative planning, evaluation, design, permit, and construction support services for a variety of treatment plants, pumping stations, pipelines, and projects for industrial and municipal clients in the areas of water and wastewater. You will be a Civil/Mechanical/Environmental Engineer with a PE license that will provide project engineering. You will need experience managing and executing work involving projects for the municipal water and wastewater industry. In addition, you will utilize your consulting expertise to manage and execute work on projects.


Your responsibilities will include:

SalesAssembles and leads proposal response team and develops the proposal strategy and budget. Manages and coordinates response efforts for RFQ, RFP, and preparation of proposalsWrites/reviews/edits proposal contentReviews/edits design, scope, drawings, specifications, cost estimates, and schedulesEstablishes prices and feesLeads presentation of proposal and prospect follow-upNegotiates contract terms with clientsDeliveryDirects preparation of conceptual estimate and periodic revisions theretoDevelops procurement and delivery strategy and schedules.
