Role Summary:
We're looking for an experienced estimator to support cost planning and analysis for complex transportation and heavy civil infrastructure proposals. This role focuses on preparing accurate budgets, analyzing cost data, supporting procurement activities, and collaborating with design and construction teams throughout the bid development process.
Key Duties:
Generate high-level preliminary budgets based on indicative design packages.Establish detailed cost breakdown structures tailored to large-scale civil and transit-related construction projects.Conduct quantity take-offs and compile itemized quantity documents.Build cost estimates using drawings, specifications, and project documentation.Calculate indirect costs and general conditions in alignment with project needs.Develop cost unit rates from first principles, incorporating labor, material, and equipment data.Create labor rates that meet applicable wage requirements in the project's jurisdiction.Update and refine full project budgets as design evolves.Prepare cost presentations and reporting for senior management review.Facilitate and lead estimate working sessions with joint venture partners.Provide cost alternatives for value engineering considerations.Develop financial summaries and projected cash flow documents.Engage in design development meetings, providing insights from a cost and constructability perspective.Integrate consultant design inputs into the evolving project estimate.Coordinate with procurement staff to identify qualified vendors and subcontractors.Ensure compliance of subcontractors with technical and operational requirements.Assemble procurement packages with scopes, drawings, and quantities.Evaluate vendor proposals and prepare comparison summaries.Revise estimates based on updated pricing from suppliers and the local market.Account for bonding, insurance, and required documentation in the final submission.Propose innovative, efficient construction methods rooted in best practices.Maintain a database of cost history and benchmarking information.Organize final bid submissions and support close-out documentation.Assess the accuracy of estimating data and deliver relevant reporting.Research and analyze previous project data to inform future estimates and standards.Your Background:

Role Overview:
We are seeking a detail-oriented professional to support the estimating of Maintenance of Traffic (MOT) or Temporary Traffic Control components on major infrastructure bids, including highway, bridge, and transit-related projects. This role involves analyzing project designs, preparing traffic control plans, and developing accurate cost estimates to support competitive proposals, particularly in P3 and design-build environments.
Key Responsibilities:
Develop detailed cost estimates for traffic management plans required during construction.
Analyze project layouts, staging sequences, and MOT requirements based on drawings and phasing strategies.
Collaborate with design and construction teams to ensure traffic control strategies align with overall construction phasing.
Create quantity take-offs for signage, barriers, detours, flagging, temporary signals, and other MOT elements.
Prepare bid items, unit rates, and pricing breakdowns specific to traffic control scopes.
Ensure compliance with applicable traffic control standards, such as MUTCD or jurisdiction-specific regulations.
Coordinate with project schedulers and planners to align MOT durations and costs.
Support the development of traffic staging and detour drawings in collaboration with traffic engineers.
Work with subcontractors and vendors to obtain pricing for MOT materials and services.
Evaluate risks associated with traffic control and recommend mitigation strategies.
Participate in internal reviews and contribute to bid presentations and documentation.

Required Background:

Working knowledge of estimating tools and Microsoft Excel; experience with traffic modeling or CAD-based software is a plus.
Solid understanding of regional DOT standards, MUTCD guidelines, and permit requirements.
Ability to read and interpret construction drawings and traffic plans.
Experience supporting major proposals in alternative delivery formats (P3, design-build) is an asset.
Strong communication and organizational skills, with the ability to collaborate across departments and disciplines.
