Senior Manager - Facilities (Railway Project)
Location: Riyadh, Saudi Arabia

We are seeking a highly experienced Senior Manager - Facilities to join a major railway infrastructure project in Saudi Arabia. This leadership role will oversee facilities management, maintenance, and technical supervision across multiple depots and maintenance yards along the railway alignment.

Key Responsibilities:

Lead depot maintenance activities for one or more maintenance yards along the railway corridor.

Manage and prepare tender documentation for Design & Build contracts, including writing technical specifications.

Coordinate and lead interactions with design consultants during the design and tender phases.

Provide programme management supervision to engineering teams during construction supervision.

Support ongoing design development and manage the tender process for contractors.

Oversee operational and maintenance activities related to track works, civil works, facilities management, railway stock maintenance, and wayside maintenance facilities.

Supervise yards associated with signalling and telecommunications installations along the railway line.

Ensure effective "over-the-shoulder" supervision and compliance with technical requirements throughout project phases.

Experience & Skills Required:

Minimum 20 years of overall experience in the railway industry.

At least 15 years of hands-on experience in conventional, mainline, high-speed, or freight rail projects. Please note - Metro and Light Rail Transit (LRT) experience will not be considered.

Extensive experience in facilities management and maintenance on large railway infrastructure projects.

Proven ability to manage complex tender processes and prepare technical specifications.

Strong programme management skills with experience supervising engineering teams.

Familiarity with Design & Build contracts and working alongside lead design consultants.

Knowledge of O&M practices related to depots, track works, signalling, and telecom infrastructure.

Excellent communication and stakeholder management skills.

Senior Facilities Manager - Rail Project


EWI are seeking a highly experienced Facilities Manager to oversee and manage all facilities-related aspects of a major freight and passenger rail project in Riyadh, Saudi Arabia. This is an urgent requirement for a leading European consultancy engaged in delivering world-class rail solutions in the Middle East.

Key Responsibilities:

Oversee the operational management and maintenance of rail facilities, ensuring efficiency, safety, and compliance with international standards.

Develop and implement facility management strategies, policies, and procedures tailored to the unique requirements of rail projects.

Coordinate with engineering, construction, and operations teams to ensure seamless integration of facilities management within the project lifecycle.

Manage budgets, contracts, and procurement processes related to facility operations.

Lead a multidisciplinary team, providing strategic guidance and ensuring adherence to project timelines and quality standards.

Conduct regular inspections, audits, and performance evaluations of facilities to maintain optimal functioning and safety.

Liaise with stakeholders, including government entities, contractors, and consultants, to ensure alignment on project objectives and deliverables.

Implement sustainability initiatives and ensure compliance with environmental, health, and safety regulations.

Qualifications and Experience:

Degree-qualified in Engineering/Rail Engineering/Civil Engineering/Mechanical Engineering

A minimum of 20 years' overall experience, with at least 10 years' experience in the rail sector.

Proven experience in a leadership role, with at least 5 years at the same level within large-scale infrastructure projects.

In-depth knowledge of international standards and best practices in facilities management for rail projects.

Strong understanding of operational requirements for freight and passenger rail systems.

Demonstrated expertise in stakeholder management and collaboration within complex, multicultural environments.

Skills and Attributes:

Exceptional leadership and team management skills.

Strong analytical and problem-solving capabilities.

Excellent communication and interpersonal abilities.

Proficiency in project management tools and software.

Fluency in English; Arabic language skills are an advantage but not mandatory.
