A well-known end client is looking for a senior Commercial & Procurement Manager to support the financial planning & control of the business and the procurement and tendering processes. Establish and implement governance processes, procedures, and systems to ensure the commercial and financial health, and operations in line with local legislation industry best practices.
Role & Responsibilities:
? Oversee the operational and financial management of the company.
? Negotiate with clients, customers, and suppliers to maximise the ROI of the company.
? Maintain reports and records of the budgets, expenses, and revenue
? Support staff with queries about commercial processes.
? Manage commercial risks and devise strategies to overcome them.
? Establish, implement, and manage the Commercial and Cost standards and procedures.
? Capture, monitor, forecast and report the financial status of the project(s), to ensure deliverability within the funding envelope and compliance with all governance.
? Lead on the supplier relationship activities and support the team on contract management aspects.
? Ensure compliance with applicable standards, legislation, and governance arrangements.
? Provide commercial expertise and advice to the wider organisation.
? Managing invoicing and collection activities and interface with the wider team.
? Ensuring compliance with financial Year End accounting practices.
? Provide analysis of change requests that may have a contractual/cost impact.
? Providing guidance, and where necessary leadership, on how compensation events and claims should be prepared, presented, and negotiated.
? Providing expert guidance on tendering and procurement activities.
? Lead in commercial evaluation of bids submitted in tender processes and make appropriate recommendations to management.
? Oversee supplier performance, ensuring adherence to contracts and quality standards.
? Identify and mitigate potential risks associated with the supply chain.
? Performs any other task as requested by line manager.
? Provide assistance to other business units on issues pertinent to job function participate in performing routine checks and inspections to ensure the highest safety and quality standards are being maintained if required.
? Take care of health, safety, and environmental impact both personally, and for others who may be affected in the workplace. Cooperate with the company and co-workers to help everyone meet their legal and company requirements.
? Adapt to, and participate in, any programs/changes including but not limited to strategic initiatives, operational initiatives, and performance uplift tasks conduct any relevant work that may result from these changes as an integral part of this job description and employment contract.
? Support the organisation in extraordinary events such as claims by contractors, dispute reviews and participation in arbitration.
? Perform any other activity as required by the company both at the company premises and remotely when requested by the company.
? Proactively seeks out information that is relevant to job role whether internally or externally to efficiently and effectively deliver.
? Remains up to date with context of the Company and the role within it to provide insight on potential opportunities and/or challenges.
? Contribute to the execution and delivery of any activities as and when required to ensure the continuity of work in the absence of other colleagues.
? Degree in Quantity Surveying or related commercial management qualification
? Minimum 15 years as a commercial manager, preferably within a rail/rail infrastructure environment
? Experienced in using FIDIC contracts preferable
? Analytical with good negotiating skills and excellent commercial awareness and a robust and challenging mindset
? Strong dispute management skills and experience in handling claims and settlements
? A confident and strong communicator
? Excellent IT Skills - Word/Excel/PowerPoint
